About this position

We are looking for an experienced and competent communications expert with the ability to support effective communication on sustainable development and environmental issues to design and deliver a communications campaign related Barbados’ action on climate change, both in terms of building national climate resilience as well as engaging with the international community to push for global action.

You will work in the Climate Change Division part of CSD department. This team is responsible for advising the Bank’s Management on climate change mitigation and adaptation issues and develops overall Bank’s policies, strategies, operational guidelines, and programs in these areas. It is also responsible for conducting relevant sector research, analytical work, best sector practices, and case studies on climate change and sustainability. The Climate Change Division (CCS) provides support to the operations of the IDB group in renewable energy and energy efficiency, biofuels, climate change mitigation and adaptation in IDB beneficiary countries.

What you’ll do

The consultancy supports the Barbados Prime Minister’s Office through the design and delivery a communications campaign related Barbados’ action on climate change, both in terms of building national climate resilience as well as engaging with the international community to push for global action. This will include communications on:

  • National plans and progress on building climate resilience for Barbados through the Roofs to Reefs Programme (R2RP)
  • The Bridgetown Initiative, a call to action for urgent reform of the global financial architecture needed to deliver sustainable development and climate action goals
  • Barbados’ work in the multi-lateral / inter-governmental negotiations on climate change response, with a focus on outcomes of the previous annual Climate Change Conference (COP28) leading up to and spanning the next Conference in November 2024 (COP29), including work on the Loss and Damage Fund, with emphasis on why this work is important for Barbadians.

The main outputs from the consultancy will comprise the development and execution of a comprehensive communication strategy. Consider the execution period for the communications campaign to extend from approval of the strategy to 3 months beyond the 2024 Climate Change Conference in November 2024 (COP29).

The consultant will undertake the following activities:

  • Develop a results-based communications plan using a range of communications tools and products; including but not limited to social media platforms, infographics, events, video, print media, and other actions. This should include the following activities:
  1. Conduct, with input from PMO, a stakeholder identification and mapping exercise to produce a stakeholder registry (listing with contact information) along with a matrix that shows major stakeholder groupings and/or how the stakeholder organisations map to key interests
  2. Recommend and execute a consultation process (e.g. interviews, surveys, other) to gather information to support planning communications
  3. Consider, with input from PMO, other relevant communications campaigns (previous and ongoing) to incorporate lessons learned and/or coordinate messaging and activities if/as relevant
  4. Develop a framework and process for monitoring the effectiveness of the communications campaign
  5. Include recommendations for communications going forward beyond the execution period.
  • Execute the communications plan, once approved. This should include the following activities:
  1. Produce agreed communications materials and products, with content inputs from PMO as required
  2. Support the PMO and partner agencies in dissemination and distribution of the communications materials via a range of media, including television, print media, and social media as agreed based on the communications plan
  3. Support the PMO, if/as agreed in the approved strategy, in the execution of agreed events for communication or information dissemination, such as seminars, panel discussions or similar
  4. Coordinate with relevant agencies, such as the Government Information Service, in the execution of the communications strategy
  5. Gather all assessments, evaluations, reports and any knowledge material to build a data base of key documents on an online platform so it can be centralized and organized for strategic and efficient use.
  6. Document activities and provide monthly updates on progress, challenges and risks, next steps and adjustments to enable effective and agile work planning
  7. Produce a post-campaign report with an assessment of the effectiveness, lessons learned, and recommendations for future work
  • Work closely with the PMO focal point for general coordination and collaboration with PMO to take in input and seek feedback to ensure satisfactory and timely delivery of the work

The PMO will provide:

  • A representative to act as focal point for coordination between the Consultant and PMO
  • General guidance and facilitation to support smooth execution of the work
  • Input as to content / information on subject matter of the communications campaign, and timely updates where relevant
  • Input on stakeholders to facilitate stakeholder mapping
  • Timely feedback on submissions and responses to requests
  • Guidance on coordination with partners, and facilitation of introductions as necessary to stakeholders and partners

Notwithstanding input from the PMO, the Consultant is expected to conduct his/her own research and due diligence.

The deliverables below are expected, nonetheless after approval of the Work Plan, this document will be updated every month to show progress and challenges during implementation.

What you’ll need

  • Education: Master’s degree in communications, public relations, or similar relevant discipline
  • Experience: Minimum 10 years’ experience with a Bachelor’s degree, or 5 years’ experience with a relevant Master’s degree, with preference for demonstrated experience in the planning and development of communications programs for sustainable development / environment projects.
  • Languages: Proficiency in English
