The Danish Refugee Council (DRC) is one of the world’s leading humanitarian NGOs, working in more than 40 countries to provide adequate assistance and protection to refugees, asylum seekers, internally displaced persons, returnees, people on the move and local vulnerable population/host communities. DRC is currently looking for a qualified Spanish and English-speaking Protection Specialist for a fixed term contract according to Colombian labour law (renewable depending on funding and performance) based in Bogota, Colombia. This is an opportunity for an experienced protection professional to support DRC’s protection programming in Latin America.

The Protection Specialist/Analyst ProLAC will be part of a DRC Latin America (DRC LA) team implementing the program ProLAC, a joint regional Protection Information Management Initiative with the Norwegian Refugee Council (NRC) aiming to develop a harmonized regional protection monitoring system. The Protection Specialist/Analyst ProLAC will provide technical inputs to the ProLAC process for the protection monitoring harmonization of tools and SOPs, facilitating workshops and provide tailored assistance to build the capacities for ProLAC users across the region, produce evidence-based regional protection analysis, and contribute to the DRC regional protection strategy.

MAIN RESPONSIBILITIES:

  • Lead the technical harmonization of ProLAC protection monitoring tools including household surveys, key informant interviews and focus group discussions.
  • Lead capacity building on the use of ProLAC protection monitoring tools.
  • Lead capacity building on PIM – Protection information Management and PAF – Protection Analytical framework.
  • Develop evidence-based protection analysis templates for country and regional level.
  • Actively contribute to the creation of ProLAC SOPs and technical guidance.
  • Roll-out the first test of ProLAC tools and methodologies.
  • Work closely with DRC and NRC regional IM team to control data and information quality.
  • Draft evidence-based protection monitoring reports and protection analysis.
  • Write donor and project reports.
  • Represent DRC in regional, national, and local protection coordination fora.
  • Support the DRC LA Protection Manager in ensuring strategic programming coherent with DRC’s operational platforms, strengthening protection programme quality, standards, and learning.
  • Draft key evidence-based advocacy points using ProLAC data and information.
  • Function as DRC LA Protection Manager during his/her absence in the DRC/NRC ProLAC team.

EXPERIENCE AND TECHNICAL COMPETENCIES

  • A minimum of 3 years of field protection experience working with an INGO or a UN Agency with direct provision of services to refugees, migrants or IDPs.
  • A minimum of 2-year experience in protection monitoring.
  • A minimum of 1-year experience in producing evidence-based protection reports or protection advocacy.
  • Demonstrated experience in evidence-based analysis using quantitative and qualitative data.
  • Ideally Technical expertise in the protection sector including familiarity with the GPC’s PAF and LAAF – Legal Aid Analytical Framework
  • Excellent communication, drafting, analytical and organisational skills.
  • Strong diplomatic skills.
  • PIM Training is an asset.
  • Experience working with national partners, government authorities and UN bodies.
  • Highly organised and autonomous, able to multi-task and prioritize workload when necessary.
  • Experience using the following tools is desirable: Kobo, PowerBI, PowerApps, DEEP.
  • Fluency in English is desirable.

EDUCATION

Advanced university degree in law, international relations, political science, or sociology. Knowledge of international human rights law, humanitarian law or refugee law is desirable. A first-level university degree in combination with relevant experience for this position, especially if working with DRC, may be accepted in lieu of an advanced university degree.

Contract length: initially up to 31/03/2025 and renewable depending on performance and funding for an additional 12 months. Fixed terms contract according to Colombian labor law including all employer social contributions.

Salary Level: G1 -Non management with gross salary starting at COP 6.748.000, starting salary progression depending on experience.

Benefits: Prepaid medicine benefit for the employee fully covered by DRC extendible to all family members at a convenient rate. 17 days paid leave per year.

This position is open to national contracts under Colombian labor law conditions only.

Designation of Duty Station: Bogota, Colombia with frequent travels in the region (up to 30% of the working time).

Start date: As soon as possible not later than 15/07/2024.
