Org. Setting and Reporting
The Office of Information and Communications Technology (OICT) is leading the digital transformation of the Organization to enable a better, safer, more sustainable future through secure, reliable, and innovative technology solutions. The United Nations Office of Information and Communication Technology’s Enterprise Solutions Service (OICT/ESS) develops and supports a wide range of enterprise solutions and provides products and services that support the work of the UN. The incumbent will be part of the Enterprise Solution Service – Asia, hosted by ESCAP and located in Bangkok, Thailand, and will report to a Chief of Safety and Security Information Management Section within OICT/ESS. Responsibilities
Under the direct supervision of a Senior Information Systems Officer and the overall guidance of the Enterprise Solutions Service Chief, the Information Systems Officer will be responsible for the following duties: • Plans and directs SAP systems projects of significant importance to the institution, or major components of these complex systems which typically impact critical operations and large or multiple user groups in one or more of the following SAP systems’ areas: Material Management, Quality Management or Analytics. • Provides expert advice on functional and technical design and architecture for the various aspects of SAP systems; identifies the need for new systems (or modifications to existing systems) or respond to requests from users; develops plans for feasibility assessment, requirements specification, design, development and implementation, including project plans, schedules, time and cost estimates, metrics and performance measures. • Develops cost proposals for contractual services, oversees the technical evaluation of proposals received and manages the contract service. • Tracks and monitors project progress against plan, requirements, quality measures, standard processes; liaises with users on all aspects and during all phases of development and implementation. • Provides professional leadership and work direction to assigned project team, and/or mentor and supervises the work of new/junior officers, contract staff, etc. • Supports design, development & maintenance of SAP technology streams, systems, tools & connecting points. • Analyzes business and users’ requirements to be translated into new SAP applications or enhancements and supports design and post-testing release of technical documentation, conducting code reviews and other steps. • Participates in the execution of the most complex aspects of ERP (e.g., systems analysis, development, programming, etc.); oversees development of document and database structures, ensuring that all design aspects are addressed, and control and security mechanisms are established. • Develops, implements, and monitors information standards and guidelines, including testing paradigms. • Prepares technical and user documentation for entire systems and interdependent applications; prepares training materials and detailed technical presentations. • Keeps abreast of developments in the field and determines the need for testing and evaluating new products and technologies; provides leadership on introducing technological changes; prepares various technical reports. • Facilitates communications between OICT and its major clients for good client relations. Serves as coordinator in the development of Service Level Agreements (SLAs) between the client and OICT, for either specific IT services or general technology support, including any charge back mechanisms. • Participates in planning and preparation of the budget, work program and spending plan. • Perform other related duties, as required.

Education
An advanced university degree (master’s degree or equivalent) in computer science, information systems, mathematics, statistics, or related fields, is required. A first-level university degree in one of the above fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience
A minimum of seven years of progressively responsible experience in planning, design, development, implementation and maintenance of computer information systems in a SAP environment including experience within the United Nations or other large comparable international organizations is required. A minimum of five years of experience in systems engineering (development in SAP ABAP, Fiori; SAP security administration, SAP Basis administration) is required. A minimum of five years of experience managing IT software development teams, including geographically dispersed IT teams across multiple time-zones, is required. Experience in major SAP upgrades/patches, assessing impacts, performing adjustments (SPAU, SPDD) is required. Experience integrating SAP ERP with other enterprise systems including interfaces based on SOA or REST principles and technology is required. Two years of experience in data analytics, SAP data extractors or related area is required. Knowledge of the SAP Material Management and Quality Management Modules is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.

This is a temporary position and will initially be available through 31 December 2024. If selected, an internal candidate will be on temporary assignment to the post; an external candidate will initially be offered a temporary appointment. Any extension of appointment is subject to satisfactory performance and continued availability of the post.
