Org. Setting and Reporting
The Office of Information and Communications Technology (OICT) is leading the digital transformation of the Organization to enable a better, safer, more sustainable future through secure, reliable, and innovative technology solutions. The United Nations Office of Information and Communication Technology’s Enterprise Solutions Service (OICT/ESS) develops and supports a wide range of enterprise solutions and provides products and services that support the work of the UN. The incumbent will be part of the Enterprise Solution Service – Asia, hosted by ESCAP and located in Bangkok, Thailand, and will report to a Chief of Safety and Security Information Management Section within OICT/ESS. Responsibilities
Under the direct supervision of a Senior Information Systems Officer and the overall guidance of the Chief, ESS, the Information Systems Officer will be responsible for the following duties: • Leads and oversees the technical aspects of geospatial information solutions, enabling technologies and resources, and development of new products and standards in response to the United Nations Security Management System (UNSMS) geospatial needs. • Formulate and direct geospatial information and technology strategies, policies and plans, as aligned to the strategic pathways of the OICT/ESS. • Provide technical inputs and expertise to assist the United Nations Department of Safety and Security in implementing the geospatial information strategy. • Translates organizational needs into analytics and reporting requirements to support decisions, strategies and workflows with geospatial data and information. • Conducts the development of corporative geospatial systems. • Leads and oversees the technical aspects of geospatial information tools and resources, and development of new products to respond to organizational needs. • Implements and documents processes, best practices, tools and quality assurances so that geospatial information assets are managed in a secured and efficient way, promoted and used by all potential stakeholders. • Formulates and directs geospatial information and technology strategies, policies and plans. • Provides technical inputs for the development of methodologies for geospatial information analysis, baseline data collection, definition of mapping products and geospatial information and technology services to support end users. • Provides operational, technical and analytical expertise to projects and colleagues across departments by understanding how to apply the principles, practices and added value of geospatial information. • Evaluates new technology training needs of geospatial information management staff. • Keep track of trends and developments in spatial analysis best practices, tools, etc. • Performs other related duties as required.
Competencies
• Professionalism: Knowledge of information technology/information management, particularly in geospatial data analysis, geodata model design and data analysis programming. Significant exposure to and demonstrated proficiency in all aspects of GIS systems and geospatial data management and analysis, including structured/object-oriented design, designing and publishing GIS web services including OGC services, relational data model, scripting and query languages, ETL tools and scripting, document design and management, hardware and software requirements. Strong analytical and problem-solving skills, including proficiency in the development and implementation of systems of moderate size/complexity. Knowledge of interactive systems; good knowledge of organization’s information infrastructure and IT strategy as it relates to user area(s); independently maintains assigned systems and develops innovative approaches to resolve a wide range of issues/problems. Education
Advanced university degree (Master’s degree or equivalent) in computer science, information systems,mathematics, statistics, geography, geospatial information, Earth sciences, or other related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Job – Specific Qualification
Certification in project management using Prince2 or equivalent is desirable.
Work Experience
A minimum of seven years of progressively responsible experience in developing, implementing, and managing the enterprise geospatial information systems including designing enterprise system architecture, database management, enterprise management, development of spatial methodologies and/or quality control is required. Proven experience in developing and managing geospatial solutions and technology for the UN security management is required. Experience in managing geospatial information to support UN security operations during complex emergencies is required. Experience in designing data models, business intelligence, data analytics and data visualization is required. Experience with supervising ICT teams and managing complex projects is required. Experience in working in international organizations is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.

This is a temporary position and will initially be available through 31 December 2024. If selected, aninternal candidate will be on temporary assignment to the post; an external candidate will initially beoffered a temporary appointment. Any extension of appointment is subject to satisfactory performance and continued availability of the post.
