BACKGROUND

Purpose of Assignment:

  • Support UNICEF technical leadership and coordination on Case Management (CM) and Information Management for Case Management (IM4CM), technical assistance (TA) and backstopping to priority countries (L3, L2, refugee and mixed migration settings) and generation of evidence to improve planning, programming, advocacy and resource mobilization.
  • Support interagency coordination on IM4CM and the CPIMS+ in coordination with Primero team.
  • Support dissemination and strengthening capacities on interagency policy guidance on CPCM incl. digitalization.

Case Management (CM) is at the heart of UNICEF Child Protection in Humanitarian Action (CPHA) as per the UN CRC, and the agency corporate frameworks. This is an interagency priority under the Child Protection Minimum Standards (CPMS) by the Alliance for CPHA.

Deploying the CPIMS+ effectively, ensuring appropriate IM4CM processes are in place is key in ensuring children are protected. The interagency CPIMS+ Steering Committee (CPIMS+ SC) has promoted an integrated approach to case management, to align CPIMS+ with best practices, so that its structure and use seamlessly support case management delivery. Since its inception, the IM4CM workstream of the CMTF houses the norm setting work for case management, supervision, and data protection.

UNICEF, UNHCR, Save the Children, the International Rescue Committee, Terre des Hommes, the CP AoR and Plan International as members of the global CPIMS+ SC, promote the CPIMS+ as a support to case management. CPIMS+ is comprised of software, generic forms, information sharing and data protection protocols, and training materials.

While closely collaborating, the interagency CPIMS+ Steering Committee and the Alliance for CPHA CMTF maintain distinct governance structures. The CPIMS+ SC reports against activities in the CMTF workplan, contributes to IM4CM activities, and, in close collaboration with the CPAOR, works together to identify in-country needs and resources for IM4CM and CM where the CPIMS+ is being rolled out.

Scope of Work and Deliverables:

Contribution to global governance and knowledge

  • The consultant supports the CPIMS+ SC in its coordination function in:
    • Convening and documenting meetings, facilitating engagement with the CPIMS+ Technical Team, the GBVIMS Steering Committee/Technical Team, the MRM IMS focal point, the Alliance for CPHA CMTF, the Primero Coordination Committee.
    • Facilitating cooperation on systems interoperability CPIMS+/UNHCR ProGres.
    • Updating the group with developments on CPIMS+ and IM4CM.
  • The consultant contributes to the IM4CM work of the CMTF in:
    • Ensuring linkages to the CPIMS+ SC work.
    • Rolling out training packages on CM, IM4CM and CPIMS+ (DPISP, DPIA, Data Categorization Framework, revised interagency case management guidelines), in priority contexts.
  • The consultant supports UNICEF and sectoral evidence on CPCM, including in refugee and mixed migration situations, and in strengthening M&E for CPCM, ensuring interagency work on KPIs and data categorization is reflected and aligned to new development in the CPIMS+.

Capacity strengthening

  • The consultant supports the roll-out and dissemination of the revised interagency CM guidelines, and tools through CPAoR, Alliance for CPHA, and within UNICEF.
  • The consultant supports the roll out, dissemination and adaptation of the existing interagency policy guidance on digitalization (DPIA, DPISP, Data Categorization Framework and IM4CM training module) through interagency platforms and within UNICEF.
  • The consultant supports UNICEF CPHA and CPSS work on social work strengthening focusing on CM and IM4CM, through dissemination and adaptation of the children on the move generic package for social workers (International Social Service, UNHCR, UNICEF) in selected countries.

Technical assistance to priority countries

  • The consultant supports CM and IM4CM programming in L3, L2, refugee and mixed migration contexts, including both ongoing and potential new rollouts of CPIMS+, in close collaboration with global and regional Primero teams.
  • The consultant facilitates stock-taking, experience sharing, cross-fertilization webinars with countries already using CPIMS+, promoting alignment with programs, while collecting lessons to further strengthen CPIMS+ and CM, locally and at global level.
  • The consultant supports in-country and global inter-operability: interagency GBVIMS/CPIMS+, CPIMS+/UNHCR ProgressV4 CP modules, in coordination with UNHCR.

Terms of Reference / Key Deliverables:

Deliverable 1: Detailed Work Plan for consultancy finalized and shared.

Deliverable 2: Background materials, presentations, reports for CPIMS+ Annual Meeting, Primero Annual Meeting, Alliance for CPHA Annual Meeting.

Deliverable 3: CPIMS+ fundraising material.

Deliverable 4: Recommendations on UNICEF corporate case management data and on CPIMS+ data, building on UNICEF research on Case Management.

Deliverable 5: CPIMS+ guidance for KPI developed and shared with global and country focal points, and Case Management Forms revised.

Deliverable 6: Summary report of lessons learned from roll-out of the CoTM generic package for SSWF (International Social Service, UNHCR, UNICEF) in one selected country, including inputs provided on IM4CM.

Deliverable 7: DPIA tool finalized and signed off by UNHCR, CMTF and data protection team.

Deliverable 8: 2 global webinars delivered on Data Protection and Information Sharing Guidance and Tools implemented; 1 workshop with CPAOR, UNCHR coordinators on Data Categorization implemented.

Deliverable 9: Final editing of IM4CM training package; Training reports for delivery of IM4CM training in 5 country contexts.

Deliverable 10: 1 global webinar delivered on updated CM guidelines and forms.

Deliverable 11: Summary report on the delivery of 2 global CPIMS+ ToT.

Deliverable 12: Summary report of support provided on DPIA/DPISP in five selected countries; summary report of support provided to selected regional offices on IM4CM.

Deliverable 13: Document summarizing new use case(s) for CPIMS+ and ProGres interoperability shared; Guidance developed for interoperability set-up between CPIMS+ and GBVIMS+

Deliverable 14: End of Consultancy Report finalized and shared; 6 bi-monthly CPIMS+ SC thematic meeting organized, meeting minutes finalized and shared

Qualifications

Education:

Master’s degree – Social work, International Relations, Law, Child Psychology or relevant field.

Experience:

  • 5-8 years of experience in child protection case management
  • Good technical understanding of IM4CM work and IM systems for case management
  • Track record of using the IA CPIMS+
  • Advanced skills and experience with information technology
  • Proven partnership, training and capacity building skills for a range of stakeholders, including UN agencies, INGOs and Alliance for CPHA.
  • Experience in budgeting and financial reporting

Competencies/Knowledge:

  • Strong communication skills, organizational, inter-personal and leadership skills
  • Flexibility and ability to work under pressure in a fast-paced environment, with complex
  • projects and deadlines from different stakeholders
  • Demonstrated ability to work independently, take initiative, and identify new opportunities and approaches for the sector

    • the costs per each deliverable and the total lump-sum for the whole assignment (in US$) to undertake the terms of reference.

  • Any emergent / unforeseen duty travel and related expenses will be covered by UNICEF.
  • At the time the contract is awarded, the selected candidate must have in place current health insurance coverage.
  • Payment of professional fees will be based on submission of agreed satisfactory deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant.

U.S. Visa information:

With the exception of the US Citizens, G4 Visa and Green Card holders, should the selected candidate and his/her household members reside in the United States under a different visa, the consultant and his/her household members are required to change their visa status to G4, and the consultant’s household members (spouse) will require an Employment Authorization Card (EAD) to be able to work, even if he/she was authorized to work under the visa held prior to switching to G4.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract.
