The Fiscal Affairs Department (FAD) of the International Monetary Fund is looking for candidates to fill headquarters-based Technical Assistance Advisor positions in its Revenue Administration Division 1. These are contractual positions, and the appointment term would be for a period of two years, renewable up to four years, subject to satisfactory performance.

The positions require relevant senior capacity development (CD) experience in tax and or customs administration. The successful applicants for the positions will be expected to lead or participate on technical assistance programs in a wide range of countries, covering such topics as:

  • Development of strategies to implement major tax policy and revenue administrative reforms, including medium-term revenue strategies.
  • Advice on improvements to the organization, management and governance arrangements of tax and/or customs administrations.
  • Advice on modernizing procedures for the assessment and collection of taxes, customs duties, and social security contributions.
  • Development of balanced service and enforcement compliance programs based on risk management.
  • Development and management of medium-term CD projects to support the design and implementation of country authorities’ revenue reforms.
  • Analysis of tax and customs revenue trends, performance in main revenue administration operations, and tax gaps in the main tax types.

The successful applicants will also be required to undertake CD project management duties and backstop revenue administration experts working in member countries or regional CD centers covered by the division. The successful applicants will also support the division’s training, research, and analytic efforts and the Fund’s program and surveillance missions, including participating in such missions when revenue administration issues are part of the focus of these missions.

Qualifications

General requirements for candidates include:

  • An advanced university degree or equivalent qualification relevant to professional work and four years of professional experience.
  • Preference will be given to candidate with 10 years’ experience with a tax/customs administration or international organization providing CD on revenue policy and administrative matters.
  • Strong oral and written communication skills in English, with additional language skills desirable.
  • Excellent interpersonal skills, and ability to work as part of a team, to maintain effective and cooperative relations with national authorities as well as donors, and to handle sensitive issues with discretion in a multicultural environment.
  • Willingness to undertake significant international travel and virtual CD work when needed.

In addition, the following qualifications and experiences are highly desirable:

  • Direct experience in a tax and or customs administration authority at a senior management level, at the headquarters level and field delivery.
  • Participation in the implementation of major tax policy and revenue administration reforms in developed and/or developing countries, including in design of medium-term revenue strategies.
  • Sound understanding of effective tax policies and revenue administrative approaches for developing countries, based on a combination of theoretical and practical experience, and specialization in such areas as compliance/integrated risk management, arrears management, tax audit and verification, customs control, customs audit, and anti-smuggling enforcement, etc.
  • Quantitative analysis such as revenue performance analysis, compliance risk analysis, or tax gap estimation.
  • Revenue administration reform CD project management and results based management approaches.
