OBJECTIVES OF THE PROGRAMME

La mission du programme des urgences sanitaires de l’OMS est d’apporter un appui aux pays et de coordonner l’action internationale en matiere de prevention, de preparation, de detection, de reponse rapide, et de retablissement pour donner suite aux flambees epidemiques et aux situations d’urgence.

DESCRIPTION OF DUTIES

Le / la titulaire executera les taches suivantes :• Conseiller sur l’elaboration, la mise en oeuvre, le suivi et l’evaluation des strategies et des plans de developpement nationaux sur la prevention et le controle des maladies a forte menace de risques de pandemie et d’epidemie potentielle, en veillant au respect des strategies IHM a l’echelle de l’Organisation.• Travailler avec le ministere de la Sante, d’autres secteurs et partenaires pour faciliter l’adaptation des lignes directrices pour repondre aux exigences specifiques de toute activite potentielle de prevention et de controle des epidemies.• Fournir des conseils sur l’elaboration, la mise en oeuvre, le suivi et l’evaluation des strategies et plans nationaux de prevention et de controle des maladies a haut risque de pandemie et de potentiel epidemique et assurer le respect des directives et normes de l’OMS.• Surveiller et soutenir la detection precoce, la verification, l’evaluation et l’enquete sur les epidemies, les risques et fournir des efforts de prevention et de controle.• Adapter les politiques, concepts, outils et strategies mondiales de gestion des risques d’infection et gerer leur mise en oeuvre au niveau national pour la prevention et le controle des maladies a tendance epidemique.• Travailler avec des partenaires, ameliorer les approches et les methodes de controle des epidemies dans deferentes situations epidemiologiques.• Elaborer des rapports periodiques sur les activites a risque infectieux, soutenir les systemes d’information et faciliter l’integration avec les systemes nationaux d’information sanitaire, le cas echeant.• Contribuer a la surveillance et a l’analyse des risques lies aux maladies infectieuses ;• Participer aux activites des equipes d’intervention rapide chargees de l’investigation rapide des alertes, de l’evaluation des risques sur le terrain ainsi que de la detection et de la reponse precoce.• Veiller a ce que les messages de communication sur les risques soient techniquement corrects et socioculturels appropries pour impliquer et responsabiliser les parties prenantes dans la prevention, l’attenuation et le controle des risques infectieux.• Formuler des recommandations et fournir des conseils sur les plans d’action pertinents dans les zones affectees et non affectees pour prevenir et/ou controler la cause de la morbidite et de la mortalite excessives.• Fournir une assistance technique en matiere de vaccination, de surveillance renforcee, de prevention et de controle des infections (y compris la protection individuelle, l’amelioration de l’assainissement et de l’hygiene, l’augmentation de l’approvisionnement en eau et/ou nutriments, le pre positionnement de medicaments et de fournitures medicales, la lutte antivectorielle, etc. en etroite collaboration avec d’autres equipes techniques.• Fournir une analyse des risques, des besoins et des capacites en matiere de sante publique et prodiguer des conseils sur les interventions prioritaires pour l’OMS et les partenaires, y compris sur les defis et les corrections de trajectoire operationnelles, le cas echeant ou selon les besoins.• Documenter les enseignements tires sur le terrain et promouvoir les approches multidisciplinaires et transversales.• Representer le Bureau pays aux rencontres officielles au besoin.• Effectuer d’autres activites confiees par le superviseur

REQUIRED QUALIFICATIONS

Education

Essential: Diplome universitaire en medecine, sante publique ou dans un domaine connexe d’un institut accredite/reconnu
Desirable: Formation specialisee en epidemiologie ainsi qu’une formation specialisee en maladies infectieuses

Experience

Essential: Au moins 5 ans d’experience professionnelle sur le plan national dans la planification, l’elaboration et la mise en oeuvre du programme de controle et de prevention des maladies infectieuses, y compris la prevention et le controle des flambees epidemiques, la gestion des risques infectieux et/ou d’agents pathogenes dangereux. Experience pertinente avec les mecanismes inter agences utilises pour coordonner la preparation et la riposte aux urgences sanitaires.
Desirable: Experience de travail pertinente a l’OMS ou dans d’autres organismes des Nations Unies ; experience de travail dans des organisations non gouvernementales ou humanitaires pertinentes.

Le titulaire du poste doit avoir une connaissance demontree des maladies infectieuses, en particulier dans les domaines essentiels lies a la promotion d’une perspective et d’une approche en matiere de sante publique, telles que l’epidemiologie des maladies infectieuses, la prevention ou le controle des maladies, la gestion clinique et ainsi qu’une application pratique significative de ces connaissances dans un contexte national et international. -La capacite demontree de coordonner et de gerer des projets, de partenariats avec les autres intervenants dans le contexte des urgences sanitairesFaire preuve de lucidite, de tact avec la capacite de formuler des strategies et des plans clairs et exhaustifs.Posseder des competences organisationnelles demontrees avec la capacite d’executer plusieurs taches et de produire des resultats sous pression.

REMUNERATION

Remuneration comprises an annual base salary starting at MGA 85,003,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
