JOB DESCRIPTION

Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

The Sierra Leone Female Parliamentary Caucus (SLEFPAC) seeks to develop a comprehensive strategic plan for the 2024-2030 period. This pivotal document will redefine SLEFPAC’s vision, mission, goals, and strategic objectives, steering the organization towards enhanced gender equality and women’s empowerment, with a strong focus on leadership development. The strategic plan will serve as a blueprint, ensuring SLEFPAC remains responsive and accountable to the evolving social, political, and economic realities affecting women and girls in Sierra Leone and globally.

The consultant will be reporting to Programme Specialist (Governance) , and will be supported by Programme Specialist (Women Peace and Security , who will be the point of contact on the contract and payment issues.

Duties and Responsibilities

Provide a detailed description of the services or activities to be performed, consistent with the budget (typically 5-6 responsibilities or activities.

To prepare a costed strategic plan for SLEFPAC, guiding the organization’s activities and initiatives from 2024 to 2030 with and M&E Framework

  • Task 1: Conduct a comprehensive needs assessment and situational analysis of SLEFPAC .
  • Task 2: Facilitate strategic planning workshops and consultations with stakeholders including SLEFPAC members .
  • Task 3: Develop the draft strategic plan, incorporating feedback from the workshops.
  • Task 4: Present the draft strategic plan for review and validation.
  • Task 5: Finalize the strategic plan, incorporating all revisions and feedback

Consultant’s Workplace and Official Travel

State whether the assignment requires partial, intermittent or fulltime presence on UN Women premises, and if applicable, a justification on why a full-time presence at a UN Women office is required. Describe expected travel that the consultancy assignment will require, including locations and duration(s).

This is a home-based consultancy

As part of this assignment, there will be a one trip of three days to attend a residential workshop of Siera Leone female Parliamentary Caucus

FUNCTIONAL COMPETENCIES:

  • Strong knowledge of gender equality and women’s rights issues, political science, law, and development.
  • Demonstrated ability to interact effectively with government representatives of Member States as well as CSO representative.
  • Proven networking skills, and ability.
  • Strong writing and communication skills.
  • Knowledge and understanding of UN system and familiarity with inter-governmental processes.
  • Strong IT skills, including databases, extranet and office software packages.

Required Skills and Experience

Education and Certification:.

• Master’s degree or equivalent in Law, Human Rights Political Science, Gender and Development or a related field is required.

• A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

• A project/programme management] certification would be an added advantage

OR

• Bachelor’s degree in combination with two additional years of qualifying experience may be accepted.

Experience

  • At least 7 years of experience of relevant work in the field of gender equality and women’s rights.
  • Extensive experience in producing gender data and conducting gender analysis, and/or conducting research on gender equality and rights of women and girls.
  • Experience in conducting evaluation of development strategies and policies, particularly in gender equality and women’s empowerment.
  • Knowledge of Sierra Leone’s context or experience in the country would be an advantage.
  • Excellent analytical skills with strong drive for results and capacity to work independently.

Languages:

Fluency in English is required
