Purpose of the Assignment:
In this context, UNICEF Liberia is planning to conduct a Climate Landscape Analysis for Children (CLAC), examining the baseline situation of climate, energy and environment-related, and disaster risk reduction (CEED) issues affecting children and identification of strategies and solutions related to priorities for children in Liberia. It will also provide recommendations on how UNICEF Liberia could further incorporate and strengthen CEED-related actions into the new country programme to commence 2026. The report will also look at stakeholders, government actors and policies and relevant programmes.
This CLAC will inform UNICEF’s overall programmatic approach and implementation of effective cooperation activities that specifically consider climate, energy and environment risks and benefits of action, for and with children in Liberia. As such, the CLAC report should include a holistic child-centered analysis on the environment, climate, and energy situation in relation to UNICEF’s six sectoral programme components: nutrition, water, sanitation and hygiene (WASH), health, education, child protection and social policy. In addition, disaster risk reduction and climate resilience are to be considered. Evidence generated by the analysis is expected to contribute to explore climate financing opportunities. UNICEF Liberia therefore seeks an international consultant to support the development of the CLAC in Liberia in line with UNICEF guidance.

The consultant is expected to use his/her own ICT equipment. The consultant is expected to travel to Liberia for field visit 7 days and for validation workshop 2 days.
Supervision:
The Consultant will work under the direct supervision of the Programme Monitoring and Evaluation (PME) Specialist supported by the CSD Chief, and work closely with the Deputy Representative, Programme team to implement the assignment. Informal weekly updates on the project, formal monthly meetings to provide updates and data provided monthly.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
