The Project has 3 main interconnected components:
Output 1: Development and implementation of Community Development Plans (CDPs). Strengthened capacities of 157 mahallas in Samarkand, Kashkadarya, and Surkhandarya regions in participatory CDP process that result in development, implementation, and oversight of climate smart CDPs focusing on improvements of infrastructure and services.
Output 2: Capacity building in income generation, with focus on vulnerable groups. Strengthened capacities of businesses and individuals such as entrepreneurs who work in agriculture complex, including the vulnerable groups in businesses development/expansion.
Output 3: Capacity building of regional and local authorities. Strengthened capacities of officials in all targeted regional and local authorities in participatory planning, implementation, oversight, and sustainable management of the local infrastructure and services. 2. Strengthened capacities of local residents, including the vulnerable groups in participatory decision making.
The Project will be implemented in Samarkand, Kashkadarya, and Surkhandarya regions where Project offices will be established.
Duties and Responsibilities
Under the direct supervision of Project Manager and in close collaboration with relevant project partners, the Monitoring and Evaluation Analyst will be responsible for the implementation of activities aimed at establishing and maintaining M&E systems, results-based reporting, and evaluation with appropriate institutional and governance system for the IsDB projects Phase I & II and its results framework. The M&E Analyst will be focusing of the following tasks:
• Planning, programming, and reporting on project outcomes of the IsDB projects Phase I & II.
• Supporting the Management and Administration of projects and initiatives in Quantum.
• Monitoring the results for project outcomes of the IsDB projects Phase I & II.
• Support the development of quality programming and results management of the project,
• Prepare work plan and annual delivery targets
• Establish a Monitoring & Evaluation system with appropriate institutional and governance system for the MPHSTF in line with the existing framework and UN M&E requirements.
• Based on the human security concept, provide necessary inputs in ensuring that the indicators developed to be used for the M&E system.
• Provision of guidance and technical design assistance in the development of initiatives for funding
• Monitor the implementation of funded initiatives and project portfolio
• Liaise and coordinate with project managers and provide assistance when necessary
• Assist in project management and project budget monitoring
• Monitor the progress on agreed results framework and performance indicators
• Prepare monthly, annual and final consolidated narrative reports on IsDB projects Phase I & II, in accordance with the agreed results framework and respective indicators
• Conduct necessary monitoring and evaluation of the on-going initiatives in the pilot regions.
• Provide necessary inputs in organizing the data flow, including data collection, analysis and producing reports for different audiences including government, donor, private sector.
• Provide necessary inputs in reporting to the Government, UN Agencies and other partners and stakeholders.
• Support the provision of substantive and operational support to the work of the Project Board, organize regular project board meetings of the IsDB projects Phase I & II
• The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization..
Institutional Arrangement

Advanced university degree (Master’s degree or equivalent) in Business Administration, Economics, ICT, Digital Development, Data Management, Rural Development, Public Administration is required, or
A first-level university degree (Bachelor’s degree) in the areas mentioned above in combination with additional two years of qualifying experience will be given due consideration in lieu of Master´s degree.
Experience:
• Up to 2 years (with Master´s degree) or minimum 2 years (with Bachelor’s degree) of relevant experience in project administration and implementation.
Required skills:
Previous experience with UNDP or UN project will be a definite asset;
Strong financial and administrative skills, result and client-orientation, ability to work in a team;
Desired skills in addition to the competencies covered in the Competencies section:
Required Language(s) (at working level):
Fluency in English and Uzbek is required; Knowledge of Russian is desired.
