Result of Service
A direct and timely assistance service provided to the National Ozone Unit and the National Customs Service of Chile by developing audio-visual materials, i.e. four (4) videos, 5 minutes each, and six (6) videos, 30 seconds each for capacity-building activities and public awareness campaigns in social networks.

Duties and Responsibilities
UNEP is an Implementing Agency of the Multilateral Fund of the Montreal Protocol on Substances that Deplete the Ozone Layer. That role is discharged through the Law Division’s OzonAction Branch, whose goal is to enable developing countries to meet and sustain their compliance obligations under the treaty. OzonAction’s Compliance Assistance Programme (CAP) provides a range of services and project implementation support to assist those countries. As part of the latter, the Latin Aon.merica CAP team provides technical assistance for the control of trade of HCFC and HFC-based substances and equipment, as part of the activities for the HCFC phase out management plan (HPMP, stage III, 1st tranche). In reference to UNEP OzonAction Clearinghouse mandate under Article 10 of the Montreal Protocol and the 2024 UNEP Business Plan and CAP’s budget, the OzonAction Branch is providing information services and legal/policy and technical advice for National Ozone Officers (NOUs) and other stakeholders. In line with national legal/regulatory frameworks, the Government of Chile, through its National Ozone Unit (NOU), has requested UNEP as the cooperating implementing agency of the HPMP, stage III and the KIP Stage I, both1st tranches, to support the hiring of a consultant. The aim is to develop audio-visual materials to enhance the capacities of the National Ozone Unit and the National Customs Service in Chile, oriented to the HCFC and HFC’s control, by developing videos and media content. Expected Outputs: The following products must be delivered: • 4 videos of no more than 5 minutes each, in Full HD 1920×1080 format, with the following distribution: – 2 videos for capacity building of Customs officers – 2 general videos about activities of the Ozone Unit related to HPMP-III and/or KIP-I • 6 videos of no more than 30 seconds for social networks, in Full HD 1080×1920 format, with the following distribution: – 4 videos for capacity building of Customs officers – 2 general videos about activities of the Ozone Unit related to HPMP-III and/or KIP-I The details of each deliverable output are as follows: • Output 1: Three videos for capacity building of customs officers and upload to social media platforms: – 1 video for capacity building of Customs officers of no more than 5 minutes, in Full HD 1920×1080 format. Topic: prevention of illegal trade. – 2 videos for Customs officers of no more than 30 seconds each, for social networks, in Full HD 1080×1920 format). Topic: prevention of illegal trade. – progress report detailing activities undertaken to complete the output. • Output 2: Three videos for capacity building of customs officers and upload to social media platforms: – 1 video for capacity building of Customs officers of no more than 5 minutes, in Full HD 1920×1080 format. Topic: HCFC and HFC controls. – 2 videos for Customs officers of no more than 30 seconds each, for social networks, in Full HD 1080×1920 format). Topic: HCFC and HFC controls. – progress report detailing activities undertaken to complete the output. • Output 3: Two videos for awareness raising of HPMP and KIP stakeholders, and upload to social media platforms: – 1 thematic or general video, no more than 5 minutes, in Full HD 1920×1080 format. Topic: HPMP-KIP synergies. – 1 thematic or general video of no more than 30 seconds, for social networks, in Full HD 1080×1920 format. Topic: HPMP-KIP synergies. – progress report detailing activities undertaken to complete the output. • Output 4: Two videos for awareness raising of HPMP stakeholders, and upload to social media platforms – 1 thematic or general video, no more than 5 minutes, in Full HD 1920×1080 format. Topic: Outcomes of the implementation of the HPMP Stage III by the Ozone Unit. – 1 thematic or general video of no more than 30 seconds, for social networks, in Full HD 1080×1920 format. Topic: Outcomes of the implementation of the HPMP Stage III by the Ozone Unit. – progress report detailing activities undertaken to complete the output.
Qualifications/special skills
ACADEMIC: -Tertiary/University degree in journalism, marketing, design, or equivalent areas. Required -Postgraduate studies in audio-visual production, documentary filmmaking, or equivalent areas. Desirable -Five years (5) of experience in the development of audio-visual materials to support capacity-building activities. Experience in educational, promotional, and advertising videos, and experience in production for television programs. -Knowledge of the organizational structure of the public sector of Chile and competent authorities for the environment. Desirable -Experience in developing videos and audio-visual social media content to support capacity building, dissemination, and awareness activities in the Montreal Protocol, including knowledge of dissemination criteria of the Ministry of the Environment of Chile. Highly desirable -Knowledge about the work carried out within the framework of the Montreal Protocol, its working mechanisms, and the language associated with capacity building and awareness raising. English and Spanish are among the working languages of the United Nations Secretariat. For the services required, fluency in Spanish is required. Knowledge of another UN language desirable.
