JOB DESCRIPTION

Result of Service
Installation in perfect conditions of the ASYHUB system in the pilot site of the port of La Guaira, in addition to having a calendar where the other ports where the system will be installed can be scheduled.
Work Location
CARACAS-VENEZUELA. This is a local recruitment. The recruited consultants will be responsible for all necessary visas and work permits required by local authorities before commencing their assignment with the Organization.

Duties and Responsibilities
Under the supervision of the ASYCUDA Regional Coordinator for Latin America, the consultant will provide technical assistance and support to the Ship-Port-Customs integration platform including a technical and functional integration with the collaboration if the Customs Administration under the direction of the National Integrated Customs and Internal Taxes Service (SENIAT) and ASYCUDAWorld platform. The consultant will in charge of the following functions: Methodology for the development of consulting: According to each product Meeting with National staff of the Ship-Port-Customs Project to define the work schedule and delivery of existing documentation for the products to be delivered: a) Development-planning review. b) Presentation of the proposal by the consultancy. c) Preparation of the joint proposal meeting the requirements for the implementation scope. d) Meetings with ASYCUDAWorld experts Monitoring, Technologies, and Communications Specialist and experts from the Ship-Port-Customs Project and staff technicians of the organization for the review and approval of proposals. e) Testing and validation activities of the tools with pilot groups and organization personnel. f) The consultant will present the final documents in their printed and digital versions without keys or encryptions. g) Intellectual property: The material produced under the Terms of Reference that will form part of the Contract will be the property of the Vessel-Port-Customs Project and, according to the intellectual property rights of ASYCUDA, which will have the exclusive rights to use, modify, publish, and disseminate the products that originate in said work, maintaining the intellectual authorship of the consultant. This right will continue to be valid even after the parties’ contractual relationship is concluded. Therefore, it is prohibited for the consultant to disseminate the document or products by their means. h) Evaluation of the current state of the technological and communications infrastructure installed in the maritime authority and port administration with the installed capacity of ASYCUDAWorld in the customs service; i) Advice and assistance in the technical installation of the Ship-Ports-Customs Platform and its connection with ASYCUDAWorld; j) Assistance and training to the National Project Team in the resolution of technical problems in communications for the Ship-Ports-Customs, with the knowledge acquired from the Hardware and Software architecture existing in Maritime Authority and Port Administration as well as its connection to ASYCUDAWorld in Customs Service.; k) Technical assistance in the preparation of functional specifications under the requirements of the Maritime Authority and the Port Administration to support the Ship-Ports-Customs and ASYCUDAWorld program; l) Prepare Technical Proposals related to technical support to the National Project Team in the development of proposals for communications and cybersecurity services for existing systems, to ensure a consistent approach with the architecture of the Ship-Ports-Customs and ASYCUDAWorld; m) Start collaboration, liaison, and supervision with the National Project Teams and the regional and central level (Geneva) of Ship-Ports-Customs, of the progress made in the development of the system; n) Evaluation of the situation in the infrastructure of each of the entities involved in the VEN/0T/TMAC Project on the appropriate physical configurations; o) Technical support (remote by email and telephone), provided to the National Project Teams of the Maritime Authority, Port Administration, and the Customs Administration using the Ship-Port-Custom system with ASYCUDAWorld This is a local recruitment. The recruited consultants will be responsible for all necessary visas and work permits required by local authorities before commencing their assignment with the Organization.
Qualifications/special skills
An advanced university degree, Master, in Computer Engineering is required. A first level university degree with two additional years of relevant experience may be accepted in lieu of the advanced degree. At least a minimum of 5 years of working in experience in Java programming is required. Experience managing hardware infrastructure is required. Experience in radio communications, mobile networks and audiovisual systems is desirable.
Languages
For this position, fluency in Spanish is required; knowledge of English is an advantage.
