JOB DESCRIPTION

Researchers from the International Food Policy Research Institute and RWI – Leibniz-Institut für Wirtschaftsforschung (henceforth, RWI) (hereafter, the principal investigators, or PIs) are conducting a study of the relationship between climate change, migration, and women’s voice within community-level governance in rural communities in Senegal. This project aims to add a women’s survey of approximately 1,000 women onto an existing project “The Senegal Migration Panel: Understanding Mobility in a Climate-Stressed Population” in order to understand the relationship between climate-induced migration and women’s voice within community-level governance. The survey will take place in 110 enumeration areas (EAs) spread across the departments of Kaolack, Matam, Sedhiou, Thies, and Djourbel regions, as well as 35 EAs elsewhere. In most cases, the EA corresponds to a particular named village, which would be selected by the PIs and shared with the consultant. This data collection constitutes adding on a women’s survey to a known sample of households in these villages; thus targeted respondents can be identified by name, names of spouse, GPS coordinates, and SMS-verified phone number.

All dates below are tentative and will be finalized in consultation with PIs during the preparation and planning phases of the project. This contract with a survey firm will cover all activities associated with preparation for rollout of a survey of approximately 1,000 women—as well as the survey itself—between September and October 2024. The survey firm has the following responsibilities:

1. Preparation of survey protocols: In consultation with PIs, prepare documents outlining how women will be contacted for the survey and appropriate protocols for scheduling meetings, plans for follow-up visits for those unavailable to survey, and replacement protocols.

2. Survey development, translation, and programming into CAPI: Work with the PIs to ensure that survey instrument are contextually appropriate. As far as content, we will gather data on women’s demographic characteristics, migration histories, intra-household decision-making dynamics, agency, gender norms, and involvement in community-level groups and governance. Following survey design, the survey firm should translate the survey instrument into local languages as needed and program the survey on tablets (CAPI) using SurveyCTO software.

3. Piloting: Conduct a pilot of the survey with at least 7 women in areas other than those in which we plan to operate during our main study activities. Share suggestions on modifications to logistics, question wording, survey length, or any other factors with PIs.

4. Recruitment and training of enumerators: Develop a survey fielding plan based on sample agreed upon with PIs, including schedule for data sharing during the fielding of the survey. Because this is part of an existing project which will also be surveying men, it is essential for this survey fielding plan to include a plan for coordinating with the simultaneous survey of women’s spouses. Organize the selection, hiring, and payment of female enumerators to conduct the required data collection work. Because there is evidence on the importance of same-gender enumerators, all enumerators for the women’s survey should be female, unless otherwise agreed with PIs. Facilitate the enumerator training in collaboration with PIs. It is expected that this will entail approximately 4-5 days of classroom training.

5. Conduct surveys: Conduct the surveys of approximately 1,000 women in the study sample. Share complete data generated from CAPI with PIs during the data collection, as data is uploaded to servers. These will not be cleaned data sets, but raw data as sent to the firm from the survey team. Conduct routine data cleaning to ensure consistency and address any issues in real time. Deliver full cleaned electronic dataset to PIs.

2. Second set of deliverables to include:

o (1) Finalized questionnaire (in English and French developed in collaboration with PIs and coded in CAPI);

o (3) Evidence of local IRB approval

4. Fourth set of deliverables to include:

o (1) Raw data;

Required Qualifications:

Ø Excellent knowledge of Senegalese context, especially with regards to gender norms

Ø Facility with French

Ø Ample experience designing and fielding surveys in Senegal

Ø Experience working with female respondents and ability to recruit female enumerators

Ø Professional demeanor in all practice and particularly in oral and written communication

Ø Ability to approach people in a friendly, compelling, and engaging way

Ø Time-conscious, able to respect deadlines

Ø Good communication skills
