Org. Setting and Reporting
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda, promotes the coherent implementation of the environmental dimension of sustainable development within the United Nations system, and serves as an authoritative advocate for the global environment. The overall objective of UNEP’s Climate Change Division is to deliver effective strategic guidance and high-impact action in support of the transition towards climate stability. Its work is guided by ambition, innovation, credible science, and alignment to global climate goals and needs of individual countries. The Climate Change Division works with Members States and Partners to accelerate and support a just transition by addressing climate change mitigation and adaptation through enhancing implementation capacity, provision of data information and knowledge, access to finance and technology, and building resilience. It promotes sustainable development and effective policies for climate stability; support action so that countries progress on decarbonization, dematerialization, and resilience pathways in line with their climate commitments, aspirations, and needs; and foster transparency in reporting. The position is located in UNEP’s Climate Change Division at the Paris duty station. Under the supervision of the Climate Change Director, the incumbent will be responsible for the following duties:
Responsibilities
• Leads the implementation of the Medium-Term Strategy, Programme of Work, alignment of sustainable development goals, United Nations Environment Assembly (UNEA) resolutions and decisions through the substantive work programme of the Division and Centres under his/her supervision. • Leads, supervises and carries out the work programme of the Division under his/her responsibility. • Ensures that programmed activities are carried out in a timely fashion and co-ordinates and strengthens coherence and collaboration across the UNEP Divisions and Regional Offices and with other organizations of the United Nations System, as appropriate. • Co-ordinates and oversees the preparation of reports for presentation to intergovernmental bodies such as United Nations Environment Assembly, the Advisory Committee on Administrative and Budgetary Questions, Committee for Programme Coordination, Economic and Social Council, the General Assembly and other policy-making organs, as appropriate. • Reports to intergovernmental bodies on budget / programme performance or on programmatic/ substantive issues, as appropriate, particularly those presented in biannual and/or annual reports. • Ensures that the outputs produced by the Division maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Branches under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates. • Assists the Director in preparing the work programme of the Division, determining priorities, and allocating resources for the completion of outputs and their timely delivery. • Assists the Director in undertaking or overseeing the programmatic/administrative tasks necessary for the functioning of the Division, including preparation of budgets, reporting on budget / programme performance, evaluation of staff performance (PAS), interviews of candidates for job openings, evaluation of candidates and preparation of inputs for results-based budgeting. • Recruits staff, taking due account of geographical balance. • Manages, guides, develops and trains staff under his/her supervision. • Fosters teamwork, communication and collaboration among staff in the Division and across organizational boundaries. • Leads and supervises the organization of meetings, seminars, etc. on substantive issues. Manages the substantive preparation and organization of such meetings or seminars. • Participates in international, regional or national meetings and provides programmatic/substantive expertise on an issue. • Holds programmatic/substantive and organizational discussions with representatives of other institutions. • Represents the Division at international, regional or national meetings. • Leads team members efforts to collect and analyze data and provides insight to identify trends or patterns for data-driven planning, decision-making, presentation and reporting. Ensures that everyone can discover, access, integrate and share the data they need.

Education
Advanced university degree (Master͛’s degree or equivalent) in environment, economics, natural resources, business or public administration, finance, law, social sciences or related area is required. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience
A minimum of fifteen (15) years of progressively responsible experience in programme and organizational management either in government, intergovernmental entities and/or the United Nations entities is required. Experience in multilateral and intergovernmental processes in climate change at a senior level is required. Experience in policy analysis, formulation and implementation is required. Experience in building capacity of developing countries or countries with economies in transition on climate change is required. Experience in resource mobilization and knowledge of the climate change vertical funds is desirable. Experience with UN country or regional strategies, particularly UN Sustainable Development Cooperation Framework (UNSDCF) and UN Common Country Analysis (CCAs) is desirable. Experience in managing decentralized human resource teams and financial resources at the senior level is desirable. Experience in data analytics or related area is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is desirable. NOTE: ”Fluency” equals a rating of ”fluent” in all four areas (read, write, speak, understand) and ”Knowledge of” equals a rating of ”confident” in two of the four areas.
