The World Food Programme (WFP) is the leading humanitarian organization saving lives and changing lives, delivering food assistance in emergencies, and working with communities to improve nutrition and build resilience.
The hunger crisis in Afghanistan is unfolding at a rapid pace, with 15 million of population now facing acute food insecurity. Work opportunities are shrinking, with most households now reporting just one day of work per week. This comes on top of the worst drought in years, which is especially concerning for the 85 percent of the population who rely on agriculture for livelihoods. Preventing and mitigating a drastic increase in hunger and malnutrition is the aim of WFP in Afghanistan which can only be achieved through the scaled up and sustained complementary food security and nutrition interventions, combined with a scale-up of resilience interventions to safeguard gains. WFP has embarked on a significant month on month scale-up of its crisis response and resilience programmes across the country, ensuring that the programme is delivered at the right scale and time, targeted to the right areas. WFP is also actively following up on evolving trends to pre-empt hotspots, while guaranteeing quality and maximum impact of the programme through the monitoring of these hotspots to be able to support continued donor advocacy.
To implement well-defined standard logistics/supply chain processes and activities to enable effective delivery of goods and services for all delivery modalities.
Under the direct supervision of Senior Logistics Assistant and the overall supervision of the Logistics Officer, the incumbent performs the following duties: –
• Responsible for daily food planning and dispatch to CPs and coordinating the food delivery plan with all stakeholders.
• Acting as a focal point for the LESS Last Mile Solution for the Eastern Region and Creation of STOs, OBD, Shipment, Grouping and TR for the commercial transport and fleet. Moreover, conducting monthly TPE for the commercial transporters.
• Processing systematic GR of WAYBILLs including filing. Conversion of WBS Element with filing and handover to the supplier, preparation of the DSMR, maintaining/updating the TR matrix, Return of food commodities from CP and handover to other CP.
• Provide support to logistics operations and activities, following standard processes and facilitating, directly or indirectly, the effective delivery of food assistance to beneficiaries.
• Support timely ordering and delivery of commodities and supplies to authorised partners and destinations.
• Support management of logistics vendors’ contracting activities including performance monitoring and measurement.
• Respond to a variety of technical queries/requests for support, following standard processes, and obtaining guidance as required, to ensure timely and accurate resolution of all enquiries with a high standard of client service mind-set.
• Contribute to budget preparation, monitoring and revision for all delivery modalities, ensuring adherence to relevant procedures and in compliance with corporate standards.
• Assist in monitoring inventory management processes to track trends and account for the inventory status from source to beneficiary.
• Assist in management of commodity accounting data quality and integrity.
• Support operational pipeline analyses, assessments and operational planning for all delivery modalities.
• Process documentation for execution of logistics operations (e.g. customs clearance, invoice verification), take appropriate actions to resolve operational issues escalating various issues to the supervisor.
• Collect and compile data, produce and/or contribute to reports (e.g. CCTI, SPRs, financial closure, physical inventory, transport performance) and ensure information accuracy in corporate systems in support to informed decision-making.
• Liaise with internal and limited number of external stakeholders to support efficient logistics operations management.
• Provide guidance to other support staff, in order to assist them in completing standard tasks to agreed standards and deadlines.
• Organize the central unit filing of the summary sheet of the transport invoices processed competed waybills and STOs copies, ensure that all copies are accounted for, thus, to include the cancelled copies when applicable.
• Generate monthly report from WINGS LESS to ensure food deliveries to the FDPs are completed.
• Maintain office records and reference files on various subjects.
• Perform other related duties as required.
