Generic responsibilities

These responsibilities shall be the same for all positions with the same title. The responsibilities shall be short and essential. Details belong in the Work and Development plan.

1. Ensure adherence with NRC policies, tools, handbooks and guidelines
2. Implement delegated Shelter project portfolio according to plan of action
3. Prepare and develop status reports as required by management
4. Ensure proper filing of documents
5. Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
6. Promote and share ideas for technical improvement
7. Advise and assist in the development of detailed engineering designs, plans and cost estimates for assigned programs and activities Assist in the drafting and review of BoQs, contracts and other shelter, school and other infrastructure construction related documentation.
8. Lead the field team in organizing communities to foster participation in the reconstruction process of schools, shelters and the delivery of its associated materials, equipment and NFIs, embracing and acting upon the approach that shelter is not a product but a process and that the community has to be involved in all facets of its implementation.
9. Become familiar with NRC Shelter Handbook.

Specific responsibilities

These responsibilities shall be adapted to the particularities of the job location and context, phase of operation, strategic focus and type of programme intervention. This section shall be revised whenever a new employee is hired or the context changes significantly.

Emergency Responses

• Assist the Shelter Officer responding the emergency contexts such as rapid need assessment, distributing the assistances, monitoring the implemented activities, and conducting Post-Distribution Monitoring if necessary.

Shelter Activities

• Assist the project coordinator in the process of land identification, site selection, community consultations beneficiary selection, partnership agreements, site planning and shelter design as well as in the procuring skilled labour handover post-occupancy and evaluation.
• Assist the project coordinator in cyclical assessment and monitoring and quality control ensure works performed are up to highest professional standard and that they are delivered on time and within budget.
• Assist in identifying which operational changes could most improve effectiveness and quality of service delivery.
• Abide by all standard NRC security protocols when circulating in the field and encourage team members to do the same.
• General Management and Administration of activities as necessary
• Record and maintain project specific field documents according to donor and Agency specifications.
• Review, evaluate, and make professional recommendations concerning the engineering feasibility of plans developed.
• Inform and make recommendations to supervisor on NRC’s position on commitments for construction activities and infrastructure development.
• Contract management, coordination and field level assessment, monitoring and evaluation.
• Quality control, technical oversight, primary on-site liaison with contractors.
• Support project management activities, direction of construction, operations and maintenance activities at project sites. Monitor the adequacy and acceptability of the delivery of infrastructure-related activities, including construction, equipment installation and training activities through field inspections, reviewing contractor reports, and meetings with project personnel, CBOs and contractor representatives. Inspect project sites to monitor progress and ensure conformance to design specifications and safety and sanitation standards.
• Ensure quality control and assurance in infrastructure and construction programs
• Work with the P.C(Shelter) and other NRC staff to ensure cost-effectiveness and technologically and socially appropriate solutions.
• Maintain daily contact with contractors, beneficiaries and skilled labourers regarding their progress, plans, and constraints. Seek to identify problems in advance and solve them.
• Ensure work being performed is maintained at the highest professional standard, delivered on time and within budget.
• Extensive field travel and overnight visits to villages will be required at times to monitor simultaneously on-going projects. Flexibility and the willingness to work under difficult conditions and in remote settings are necessary.

Critical interfaces

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

• Work with Shelter and Education teams in the design and planning of activities to ensure the most appropriate, sustainable shelter solution and cost effective structures in the Southeast context.
• Demonstrate flexibility in liaising and coordinating with other NRC programs on logistics, administrative, financial and programmatic issues.

2. Competencies

Competencies are important in order for the employee and the organisation to deliver desired results. They are relevant for all staff and are divided into the following two categories:

1. Professional competencies

These are skills, knowledge and experience that are important for effective performance.

Generic professional competencies:  

• Experience from working as a Project Officer in a humanitarian/recovery context
• Previous experience from working in complex and volatile contexts
• Documented results related to the position’s responsibilities
• Understanding of the entire emergency cycle from DRR to recovery

Context/ Specific skills, knowledge and experience: 

• Bachelor degree in Civil Engineering is preferable where other Bachelor degree with relevant technical skills and knowledge can apply
• At least 2-4 years of relevant working experience in INGOs/LNGOs.
• Communication skills (speaking and writing) in English. IT literate
• Auto CAD or equivalent soft wares for preparation of Technical Drawings.
• BOQ Preparations.
• Knowledge of the context in Northern Shan State (Mandatory)
• Experience with program start-up (Shelter Activities)
• Local languages (Shan/Kachin/Ta’ang) will be advantage.
• Experiences in Emergency & WASH programming will also be advantage.
