The Enabling Community Recovery and Resilience project, ENCORE, aims to empower the most vulnerable communities in rural areas to shift from crisis to recovery. The project incorporates short, intermediate, and long-term interventions. ENCORE works in 52 Townships in 11 States and Regions in across Myanmar with targeting beneficiaries to improve their resilience to economic, security, health and climate-related shocks.

Working closely with highly vulnerable communities, ENCORE aims to:

  • Address the most fundamental and critical needs.
  • Restore livelihoods and rehabilitate basic community infrastructure.
  • Build social cohesion and community preparedness to sustain project gains and manage future shocks.

All three project components, (i) Community capacity building, and mobilization, (ii) Community-led undertakings to address basic needs and promote recovery and resilience, and (iii) Improved governance and service delivery in contested territories, are underpinned by the inclusive and principled multi-stakeholder engagement process, in which the selection of partners is done in collaboration with the UNDP’s Civil Society Unit and informed by the Human rights due diligence (HRDD) and conflict-sensitive considerations.

ENCORE envisages providing hands-on capacity development to improve dialogue/facilitation, problem-solving, gender and conflict sensitivity, participatory planning, insider mediation, and negotiation skills. The project activities are designed so that they will not in any way contribute to any existing conflict or tension within the community or create new sources of conflict but, instead, should contribute to peacebuilding and promote social cohesion among community members. The capacity development component will include strengthening awareness, skills, and methods to engage in more participatory, transparent, inclusive, human rights-based, gender, conflict-sensitive, and accountable service delivery and governance processes.

The ENCORE Project is designed to deliver interlinked interventions covering the whole crisis to recovery to resilience continuum, and the emphasis on building community resilience and increasing sustainability is therefore central to its overall strategy. The phasing of ENCORE includes (i) household-level basic needs responses (Phase 1), (ii) intermediate-term community-level crisis response interventions (Phase 2), and (iii) medium-term community-led recovery and resilience-building initiatives (Phase 3).  The gradual progression of community support enables the project to carefully adapt to the complex and widely varying operational conditions across project sites while gradually building trust and social cohesion thus promoting community ownership and social cohesion.

The Technical Analyst shall be under the overall supervision of the Project Manager, Project Management Unit of the ENCORE Project and will lead the operations of UNDP satellite office.  S/he shall be located under the Shan and Dry Zone Area Office and shall perform the above tasks under the guidance of and in close collaboration with the Shan and Dry Zone Area Office Coordinator.

As primary Technical Analyst for livelihoods and agriculture, s/he shall work in close collaboration with the AOC Engineer and Livelihood Officer in the performance of related functions under this TOR, as well as provide timely and appropriate TA support to the Township Coordinators (TC) and Community Facilitators (CF) in the Shan and Dry Zone AO.

The Technical Analyst / Cluster Lead shall likewise coordinate with technical specialists in the ENCORE PMU at the UNDP CO on policies and procedures related to ENCORE Project implementation and operations, with the Training and Capacity Building Specialist on all TCB-related tasks, and with the MEL Team on reporting tasks and requirements.

Duties and Responsibilities:

The Technical Analyst will provide overall direction, guidance, and technical assistance (TA) support in designing and implementing Project’s activities in his/her assigned areas.  Specifically, s/he shall:

  • Provide guidance and direction to project staff in adapting and implementing ENCORE project activities in assigned areas, focusing on achieving results.
  • Provide overall guidance and technical assistance (TA) support to project staff on all agriculture-related project interventions.
  • Create and establish strategic partnerships and support implementing the resource mobilization strategy in their assigned areas.
  • Provide policy and technical advisory services related to community-based agriculture interventions and facilitate knowledge building and management.
  • Support capacity-building and training of project team members and target communities.
  • Provide leadership around coordination of ENCORE activities and information management.

Provide guidance and direction to project staff in adapting and implementing ENCORE project activities in areas assigned, focusing on achieving results:

  • Assist the Area Office Coordinator (AOC) and the Project Manager (PM) in planning and developing Annual Work Plans (AWPs), procurement plans, and human resource plans, and establish Annual Targets in accordance with the Project Documents and UNDP CO timelines.
  • Direct project implementation and reporting, taking into account the evolving political, social, and economic situation in the project area.
  • Promote thematic and sectoral synergies and coordinate project activities with the rest of the UNDP programme.
  • Assist the AOC and the PM in activity formulation and networking to ensure that the project is relevant and responsive to changes in the Dry Zone and country contexts.
  • Assess the technical feasibility of project inputs and activities and identify approaches and modalities to achieve the objectives of the project.
  • In close collaboration with the AOC and PM, establish a monitoring, reporting, and evaluation system for optimum management of project activities that will be based on and/or compatible with the UNDP programme-wise M&E system, including Atlas requirements.
  • Carry out regular monitoring of project activities for annual donor reporting in close collaboration with the AOC and PM.
  • Monitor and ensure cost-effective use of project resources in meeting the achievement of objectives.
  • Assist the AOC and PM in preparing implementation plan/s according to the agreed project results framework, which details inputs to project activities, timing, location, budget, and partners for implementation and annual work plans, monthly and quarterly reports, budget forecasts and revisions.
  • Identify potential critical risks for the project, and in consultation with the AOC, PM, UNDP, and other relevant partners, (i) formulate and implement a risk mitigation strategy, and (ii) regularly assess risks and update risk logs, as appropriate.

Provide overall guidance and technical assistance (TA) support to project staff on all livelihoods and agriculture-related project interventions:

  • Provide guidance and TA to the project team, implementing partners and service providers to correctly assess the technical feasibility of all community project proposals, project activities, and courses of action related to agriculture, including agriculture-related livelihood interventions/activities, and basic and small community-based infrastructure linked to agriculture.
  • Provide quality assurance for related technical documents and studies produced under the project.
  • Analyze technical gaps in agriculture-related project activities and interventions and propose solutions and specifications to address the same.
  • Propose strategies to update and adjust technical elements of agriculture-related intervention through analysis of local context, community resources and needs, availability of inputs/technology, and existing local capacity, including capacity that can be realistically developed.
  • Facilitate and guide project partners and individual consultants and ensure that results/outputs generated are in line with the objectives of the project and serve the needs of the project beneficiaries.
  • Facilitate high-quality technical dialogue between key stakeholders of the project and incorporate findings in the project through the application of adaptive management principles in project implementation.
  • Assist in assessing immediate and future training and extension needs related to mobile ICT enabled extension services to farmers in the Project Area, including organizing on the job training, seminars and workshops.

Create and establish strategic partnerships and support the implementation of the resource mobilization strategy in their assigned areas:

  • Develop and maintain partnerships with UN Agencies, IFIs, bi-lateral and multi-lateral donors, the private sector, and civil society in specific thematic areas based on UNDP’s strategic goals, country needs, and donors’ priorities.
  • Gather and analyze information on donors, prepare substantive briefs on possible areas of cooperation, identify opportunities for initiating new projects, and actively contribute to the overall office effort in resource mobilization.
  • Identify gaps and issues in the project and, in collaboration with the ENCORE Team at the CO, facilitate dialogue with existing and potential donors to ensure continuation of project activities and sustainability of project outputs.
  • In collaboration with the CTA and relevant technical experts, lead and/or support the preparation of concept notes and proposals for donors to deepen and broaden ENCORE’s livelihoods and agriculture-related interventions.

Provide policy and technical advisory services related to community-based livelihoods and agriculture interventions, and facilitate knowledge building and management on the same, focusing on the achievement of the following results:

  • Identify sources of information related to policy-driven issues around resilient community-based agriculture. Identify and synthesize best practices and lessons learnt directly linked to programme country policy goals.
  • In collaboration with other strategic partners, support the development of policies and institutions to address the country-level problems, issues, and needs related to resilient community-based agriculture.
  • Participate in and provide sound contributions to knowledge networks and communities of practice.
  • Promote identification and synthesis of best practices and lessons learned from project implementation for organizational sharing and learning.

Support capacity-building and training of project team members and target communities.

  • Organize and conduct trainings for the operations/ projects staff on programme issues and topics related to resilient community-based agriculture, in close collaboration with the PMU Training and Capacity Building Specialist.

Provide leadership around coordination of ENCORE activities and information management.

  • Provide regular and timely updates to the ENCORE Field Office, Area Office, and Project Management Unit on the status of project implementation in line with ENCORE monitoring, evaluation, and learning (MEL) requirements and specifications, and in close coordination with the ENCORE MEL team.
  • Actively coordinate with project teams, partner communities, and relevant stakeholders in planning and collecting reliable and verifiable information related to the project and reporting the same taking into account the evolving political, social and economic situation in the project area.
  • Provide and render verbal and in written reports as needed.

Required Skills and Experience:
Education:
  • Advanced university degree (Master´s Degree or equivalent) in Agriculture/Agriculture Marketing/Agronomy, Business Administration, Public Administration, Economics, Natural Resource Management, or related field is required.
  • A first-level university degree (Bachelor´s degree) in the areas mentioned above in combination with additional 2 years of qualifying experience, will be given due consideration in lieu of Master´s degree.

Experience:

  • Minimum 2 years (with Master´s degree) or 4 years (with Bachelor´s degree) of experience in related development field of work
  • Working experience in rural/community development initiatives is required.
  • Good communication and interpersonal skills, team-oriented work style.
  • Computer literacy – MS office applications, web-based management information systems
  • Experience in livelihood intervention of project implementation.
  • Experience in renewable energy and water resource development.
  • Prior work experience in the Dry Zone will be considered as preferable but is not mandatory.
  • Experience in working with government, UN agencies and International Organizations in capacity building, policy advocacy and coordination is considered as an advantage.
  • Prior work in international teams will constitute an advantage.
