Within delegated authority, the Electoral Officer (Regional Coordinator), P-3 assigned to Multiple duty stations will be responsible for the following duties: – Contribute to the implementation of the electoral programs and processes in the context of regional and municipal elections in one or more of the following areas, as required: legal drafting and reform related to decentralization, complaints and dispute resolution, planning and budgeting, infrastructure development, operations including field operations, procurement, logistics, security, information and communications technology, data processing and analysis, procedures, training, external relations, public information, outreach and media relations, civic and voter education, graphic design, administrative support, support to media, political parties and civil society, gender mainstreaming, capacity-building, institutional reform and development as well as project support; – Provide advice and contribute to the development of the capacities of counterparts within National Elections Authorities, including the management of local offices; supervising the staff of their office in the implementation of the electoral mandate; – Interpret electoral policies and regulations related to the decentralization law, regional, and municipal elections in order to clarify them and provide input for the development of procedural manuals; – Establish local operational and logistical plans and supervise their implementation; ensuring that all electoral operations (training, education, logistics, etc.) in his/her area of responsibility are carried out effectively and efficiently by responding quickly to needs; – Assist the National Elections Authority in managing the flow of information between headquarters and field offices; supervise the day-to-day operations and administration of the electoral office in his/her area of responsibility; -Provide reports to headquarters on electoral developments in his/her area of responsibility in collaboration with staff of other sections such as political affairs, civil affairs and human rights; organize the ongoing evaluation of the activities of field offices. – Provide project and programme management and support, including budget management and monitoring, and reporting of results to national counterparts, donors and UN bodies; – Provide, and, in exceptional cases, supervise the provision of, support, technical assistance and advice in the above areas as required; – Contribute to and monitor the capacity-building of national counterparts and strengthening of national institutions; – Supervise and manage the performance of national and, in some cases, international staff assigned to the area of responsibility; – Monitor female participation in all phases of the local electoral process and provide advice to the Electoral Management Bodies on appropriate corrective measures reviewing professional inputs and amending the projects or results as needed; – Maintain professional and productive partnerships with national counterparts and other key stakeholders in the electoral process; – Contribute to compiling and provide regular briefings and reports in the assigned area of responsibility in close collaboration with other relevant partners; – Contribute to ensuring the visibility of the Mission’s efforts towards the electoral process by providing status reports, analysis and information, and coordinating and facilitating information sharing among various stakeholders; -Perform other related duties as required.
Education
Advanced university degree (Master’s degree or equivalent) degree in Political Science, International Relations, Law, Public Administration, or related field is required. A first-level university degree in combination with two qualifying years ‘experience may be accepted in lieu of an advanced university degree.

Work Experience
A minimum of five (5) years with a master’s degree and seven (7) years with bachelor’s degree of progressively responsible experience in elections and related area in at least two countries is required. At least two years of experience in implementing, supporting, or advising on electoral processes is required. Previous experience in the planning and implementation of regional and municipal elections is required. Experience in post-conflict situations and/or in developing countries is desirable. Electoral experience in or on support of field operations of United Nations Common System or a comparable international organization is desirable.

English and French are the working languages of the United Nations Secretariat. For the position(s) advertised, fluency in French is required; and knowledge of English is desirable.
