Responsibilities: 

General:

  • Play a lead role in the design, development, management, and improvement of data management systems including database and spreadsheets, along with related process for data collection, cleaning, and verification;
  • Collect, compile, analyse and reporting of various primary and secondary data from various sources and organize the structural record keeping and archival;
  • Standardize data collection tools and make sure these are adequately stored.

Database management:

  • Integrating, archiving, and extracting large datasets for cross referencing and statistical analysis, designing workflows and data collection models where necessary
  • Supporting and participating in analytical work by processing data and information in a suitable format
  • Liaising with relevant staff and partners to ensure that database development, data entry, and data extraction methods provide optimum functionality and usability for adaptive programming, advocacy, and project development.
  • Working with the SC staff to produce reports, maps, and charts from the data;
  • Together with the other relevant SC, developing and implementing a dissemination strategy for all information products (e.g. reports, data, maps);

Data protection:

  • Provide advice and training to staff and managers to raise awareness and understanding about their responsibilities regarding data protection and other associated legislation or good practice.
  • Develop and implement a strategy to ensure that data protection mainstreaming is part of the culture within SC SSD and is understood as an opportunity rather than just a constraint.
  • Maintain a register documenting all personal information processing activities within SC South Sudan. Define and maintain information flow maps within SC SSD and between SC SSD and partners. Liaise with IT to establish and maintain a register of information owners for sets of information (e.g. paper files, databases) and educate the information owners on their responsibilities (what is the data, how is it used, who has access to it).
  • Ensure that a Data Protection Impact Assessment (DPIA) is conducted on a regular basis and the action plan is implemented. Ensure relevant and additional data protection documents are in place (data sharing agreements).
  • Inform relevant SC stakeholders of any risks identified in the day-to-day handling of personal data within SC SSD, including risks stemming from failure to abide by relevant policies or recommendations.
  • Support managing data protection incidents, ensuring corrective action is taken to mitigate the incident, provide recommendations to avoid the occurrence of similar incidents.

    Requirements: 

  • A university degree in a relevant field (such as computer, statistic data management, social science, humanitarian, development, or a related subject area)
  • Experienced with ArcGIS, QGIS or any other enterprise GIS software.EXPERIENCE AND SKILLS

Essential

  • At least 7 years of experience in the development and use of information management, GIS, database system, and other information management tools, systems, and procedures.
  • Advanced knowledge and skills on graphic design and data visualisation with the ability to translate complex digital information into clear and attractive graphic representations using business analytic platforms like Power BI or Tableau
  • Advanced computer skills in particular competency in the use of Windows MS Office programs (Word, Excel, Power Point)
  • Experienced with mobile data collecting tools (e.g., CommCare, Kobo Toolbox, ODK, XLS Form),
  • Experience in providing IM support in a disaster response and recovery operation.
  • In depth knowledge and experience of information technology and data management systems
  • Knowledge of cybersecurity risks and information security standards
  • Experience in a similar role and understanding of the data protection risks faced by a large data-driven organisation with the ability to conduct the role independently and with integrity.
  • Ability to make good judgements regarding data privacy risks and to prioritise resources and activity around managing those risks.
  • A good understanding of Privacy Law, Information Technology, and Project/Change Management
  • Experience in more than one of the Save the Children priority sectors: education, child protection, child rights governance, child poverty, health, and nutrition.
  • Excellent interpersonal communication and leadership skills
  • Effective at collaborating and influencing across departments and sectors.
  • Excellent skills in training, capacity building, coaching, and mentoring
  • Excellent project management skills including demonstrated ability to set and manage priorities and multiple tasks, outcomes, and deadlines oriented.
  • Ability and willingness to dramatically change work practices and hours, and work with incoming teams, in emergencies.
  • Previous experience working in the field and understanding of South Sudan context.
  • Commitment to and understanding of Save the Children’s aims, values and principles including rights-based approaches.
  • Fluency in written and spoken English.
  • Significant experience of MEAL approaches
