Responsibilities: 

General

  • Assist with procurement planning through the assessment of needs by analyzing consumption report data at facility level, quantification of requirements and supplier liaison through SCI Logistics Manager and country SCI procurement team.
  • Advice on safe pharmaceutical management best practices and ensure incorporation of these practices into pharmacy services design, including drug flow, consumption reporting, buffer stocks, alert levels, early international and local orders to avoid stock outs.
  • Ensure good practices of storage and distribution are respected at national, provincial and facility level to ensure safe and effective supplies.
  • In coordination with the project manager and Logistics Manager, lead capacity building activities (including trainings) with a focus on pharmaceutical management best practices, consumption reporting guidelines at service point, and SCI stock management guidelines internally for SCI but also externally for partners (Ministry of Health personnel at national, district and facility level).
  • Ensure proper prescribing, administration, cold chain management, controlled drug management and health care waste management are conducted according to national drug management guidelines at MOH facility level.
  • Ensure in collaboration with the project manager, international and local procurement is raised according to stock level.
  • Support supply chain department in international and national purchasing of drug and medical equipment according to SCI guidelines.
  • Ensure daily/weekly/monthly stock movement reports, stock checks and all stock card, bin card and other SCI logistics reporting tools are kept updated and archived on a timely and appropriate manner.
  • Liaise with project and supply chain teams to support good communication and effective planning to prevent stock-outs.
  • Ensure the reception of the international orders in collaboration with the logistics.
  • Provide technical supervision to medical store staff, ensuring they appropriately incorporating all SCI guidelines into their day-to-day activities.
  • Coordinate with Project Manager and Monitor Evaluation Learning manager that lessons learnt, case studies, success stories and challenges are mapped for institutional learning.
  • Liaise with SCI regional/global Pharmacy advisor to ensure updated guidelines are in place and contribute in global learning process.
  • Raise issues of concern on poor practice and key risks to his/her direct line manager.
  • Maintain the database (TIM) on a regular manner and ensure regular inventory according to save the children policy.
  • Prepare and maintain all the documentation for the management, importation, inventory of PPS according to SCI international guidelines.

Team Management and Capacity Building

  • Build and maintain strong business partnering with other functions especially Programmes and Finance to improve and ensure smooth implementation of procurement and logistics activities.

Governance, Systems, Tools and Processes

  • Implement and ensure compliance to all our Procurement and Warehousing & Inventory Management Policies, Manuals and established Procedures.
  • Set a strong tone from the top that fraud is unacceptable.

Ensure that we are using recognised systems and processes, including (when available) ProSave and TIM

Requirements: 

  • Bachelor of Pharmacy, Master or postgraduate on pharmaceutical supply chain management is preferable
  • Registered pharmacist with at least 5 years of medical supply management experience.
  • Experience in medical logistic in humanitarian settings
  • Experiences in humanitarian sector in primary or secondary health care service
  • Knowledge of the good practices of storage and distribution in addition to rational use of medicines
  • Strong understanding of infection control risks.
  • Excellent planning, management and coordination skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities
  • Experience of working in a multidisciplinary, multi-cultural team.
  • Sector experience in NGO/UN system is preferred but strong commercial sector candidate with a demonstrable interest and passion of the NGO sector will be considered.

  • Ability to motivate and support team in stressful situations.
  • Able to work in stressful situation and long workings days
  • Good capacity of adaptation
  • Excellent fluency in English both written and speaking
  • Excellent skills in Microsoft Office Tools (Word, Excel, Outlook).
