Responsibilities: 

In the context of the WHO Health Emergency Programme and WHE EURO CPI specifically at the regional level in support to the full cycle of the public health emergencies management, the incumbent will:

  1. Conduct project/programme management of the Action, incl. contractual and financial management, internal and external coordination, quality assurance and monitoring of progress, milestones and project deliverables.
  2. Implement effective programme/project stakeholders’ management and engagement through out the full cycle of the project/programme management.
  3. Maintain efficient coordination and effective communication with both internal and external project key stakeholders.
  4. Provide guidance and advice to the Regional/Country Office teams with regard to EU funding contractual and financial management, planning, change management and monitoring of activity workplans, reporting, financial implementation vis-a-vis EU funding requirements.
  5. Develop tailored project management tools and artefacts in cooperation with the relevant teams and technical units to facilitate the project management and implementation end-to-end;
  6. Set up a monitoring framework/mechanism to facilitate project/programme M&E and to ensure compliance with the set project/grant parameters and donor requirements.
  7. Conduct award management and oversee the project/programme financial implementation against the progress, eligibility of expenditures and reporting deadlines in accordance with donors’ specific reporting schedules and requirements.
  8. Provide advice to the teams regarding the project budget management vis-a-vis EU funding requirements.
  9. Provide guidance, training, recommendations with regard to the sound financial management, project/programme reporting, C&V in close collaboration with the relevant internal teams.
  10. Provide guidance, contribution and QA as regards internal and external reporting and briefings on the project progress and implementation based on the technical inputs and field implementation updates.
  11. Lead the work as regards donor engagement, new opportunities and negotiations, proposals development/review and broader partners’ collaboration.
  12. Review and provide input to funding proposals in support to related resource mobilization efforts at regional and country level.
  13. Perform other related duties including replacing and backstopping as required.

Requirements: 

Education

Essential: University degree (Bachelor’s level) in public administration, political science, business, economics, international affairs, development studies or related area.
Desirable: University degree (Master’s degree or equivalent) in any of the above disciplines or a combination of training and professional experience relevant to the position. Project Management certification.

Experience

Essential: At least 5 years of relevant work experience in project management with focus on donor/EU-funded projects/programmes.
Desirable: Relevant experience working with the United Nations or with WHO or with countries part of WHO European Region. Demonstrated experience working with multi-country initiatives and complex/large-scale projects.

Skills

Proven knowledge of project development management and the ability to develop improved systems that support these processes. Demonstrated knowledge of the EU system and operational context, funding modalities, EU logical framework approach and reporting requirements. Strong analytical skills and ability to analyse and synthesize information from multiple sources. Strong professional skills in the development of reports and persuasive documents. Basic understanding of public health in emergencies, particularly countries affected by conflict in the Region. Knowledge of the WHO system at the regional level with a basic understanding of its mandate. Demonstrated capacity to work under pressure and meet tight deadlines.
