Planning:

• Provide technical support to the development of the Area Programme Document (APD) for children and women covers the State of Palestine, Jordan, Lebanon, and the Syrian Arab Republic (current APD 2023-2025), Rolling Workplans and UNICEF humanitarian response planning.
• Provide technical support to interagency planning processes including Flash Appeals, Humanitarian Response Plans (HRPs), the United Nations Common Country Analysis for the Occupied Palestinian Territory the (current CCA), and the United Nations Sustainable Development Cooperation Framework for the State of Palestine (current Framework 2023-2025).
• Support program components (sections/programs) to effectively plan, monitor and report on results and field office results to support humanitarian and development programming.
• Provide technical support to managing programme indicators including high frequency humanitarian indicators, programme output and outcome indicators
• Coordinate the development, quality assurance and entry of work plans for programme sections into the electronic Work Plan (eWP) platform in line with the Office accountability framework for central and field office levels.

Situation analysis:

• Contributes towards the preparation of the Situation Analysis and Humanitarian Needs Overviews (HNOs) by compiling data, analyzing and evaluating information to inform various country programme management processes.

Monitoring:

• Ensure timely and effective programme monitoring by all programme sections, including HACT programmatic monitoring visits and site visits, using the eTools FMM.
• Support effective programme adaptation in collaboration with programme teams.
• Lead in organizing documentation and presentations for programme coordination meetings and Country Management Team meetings.
• Facilitate the preparation of Annual Reviews, Mid-Term Reviews, and Annual Reports or other progress reports.
• Support timely reporting of progress and results including in UNICEF SitReps, the Results Assessment Module (RAM), Country Standard Indicators (CSIs) and the Country Reporting and Validation Exercise (CRAVE).
• Support collection, analysis and use of programme monitoring and community feedback data to support continuous programme improvement.

Capacity development:

• Collaborate to implement planning related capacity building strategies for programme staff and implementing partners as needed.
• Utilize a range of appropriate skills building strategies including self-learning, seminars and workshops and practical experience in order that UNICEF personnel have the basic knowledge and skills in understanding and applying UNICEF policies, procedures, tools, methods to fulfil their responsibilities. Similarly, design and implement strategies suited to the skills needs of national partners.

Management Support:

• Support programme coordination meetings, emergency team meetings, Country Management Team meetings, and learning exercises with relevant analysis for programme adaptation and course correction as required.

Requirements:

Education:

• An advanced university degree (Master’s or higher) in one of the following fields is required: Development, Statistics, Social Sciences or a related technical field.

Experience:

• A minimum of 5 years of progressively responsible professional work experience at the national and international levels in programme planning and monitoring.
• Experience working with the UN including supporting development of UNSDCF or equivalent frameworks is an asset.
• Experience in a large scale and complex humanitarian response is an asset.

Language requirements:

• Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
