Responsibilities:
- Assist the DILG in coordinating with GEPP-SO2 PMU, partner government agencies, partner LGUs, and other stakeholders, in the planning, budgeting, implementing, and monitoring of program.
- Undertake day-to-day management and coordination of outputs and activities of the GEPP.
- Support the DILG in conducting an iterative review and re-design of the program including the framing, implementation, revision, and documentation of an agreed monitoring, evaluation, reporting, and learning (MERL) framework.
- Contribute to the DILG in the preparation and completion of monitoring and progress reports and key accomplishments of the program.
- Ensure that the GEPP promotes Philippine Government ownership and institutionalization of circular economy initiatives and sustainability.
Planning and Technical Analysis
- Uphold and maintain a conducive and regular working relationship with the project’s implementing partners, responsible parties, and other stakeholders that allow effective and efficient delivery of program outcomes and outputs.
- Provide program management services to national partners throughout the life cycle of the project, facilitate the adoption of a common project management approach and methodology, based on best and approved practices.
- Provide technical advice and input to ensure timely and quality delivery of GEPP activities providing information and updates on the program through centralized management of program documentation, communications, program operations, program events organization as well as financial reporting.
- Organize and facilitate regular project planning and progress meetings, including the documentation of meetings as well as development and approval of project work plans and budgets.
- Facilitate other program meetings/gatherings, including local, national and regional events, as deemed appropriate.
- Provide necessary assistance in the conduct of internal and external project audit and evaluation.
Monitoring & Evaluation and Communications
- Support the PMU and the DILG in monitoring the implementation progress and in evaluating program impacts.
- Prepare and submit overall program progress reports (quarterly, semi-annual and annual project progress reports) to include best practices and lessons learned; and, program change requests (as necessary) in close collaboration with the SSU and other relevant stakeholders.
- Prepare/consolidate project write-ups for publication.
- Ensure project visibility for effective communication and relationship-building;
Others
- Facilitate cooperation and synergy with other relevant regional and national programs, projects and activities within the country in order to maximize benefits and avoid duplication.
- Identify opportunities for the integration of GEPP activities into current and future DILG work, including building the capacities of LGU chief executives and technical personnel, LGU monitoring and rating, and peer-to-peer sharing, among others.
- Provide timely updates and responses to requests/queries of partner stakeholders (national/subnational agencies / partner LGUs).

Education:
- Advanced university degree (master’s degree or equivalent) in a relevant field of expertise such as Environment Science (Climate Change, Circular Economy), Urban Planning, Public Administration, Economics, Social or Political Sciences, or other fields is required.
- A first-level university degree (bachelor’s degree) in the areas mentioned above in combination with additional two (2) years of qualifying experience will be given due consideration in lieu of Master´s degree.
Experience:
- Up to two (2) years (with Master´s degree) or minimum two (2) years (with Bachelor´s degree) of professional experience in providing policy advisory, technical services or coordination work within the areas of sustainable development, climate change, waste management, capacity building, poverty reduction, or environment and natural resources management.
- Diplomatic, communication and/or coordination skills are required.
- Use of MS Office software packages and communication software (Zoom, Teams, etc.) is preferred.
- Experience on web-based management systems like Quantum is an asset.
- Experience in managing or implementing development projects (i.e. programme/project coordination, project component management, managing team/s of experts, implementation monitoring and evaluation etc.), preferably in the areas of circular economy, capacity building, waste management, climate change, and/or sustainable development.
- Experience working with the Philippines’ national and local government units is desirable.
- Work experience with an international organization is an asset.
Required Languages:
- Fluency in English and Filipino is required.
