Responsibilities:

 

Background
The Information Management Officer position is located at the Office for the Coordination of Humanitarian Affairs (OCHA) Office of the Pacific Islands (OoP), based in Fiji. The regional office covers 14 Pacific islands nations and territories (Fiji, Vanuatu, Solomon Islands, Tonga, Tuvalu, Samoa, Cook Islands, Tokelau, Niue, FSM, RMI, Kiribati, Palau and Nauru). . OCHA is the part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA’s mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions.

This position is part of the management team of OoP and the successful candidate will lead the Information Management (IM) Section, currently consisting of one IM NOB and one IM NOA.
Position Purpose

  1. Summary of Key Functions:
  • Lead the IM unit and support emergency preparedness and response activities of OCHA, other humanitarian partners and government counterparts with relevant IM products.
  • Facilitate capacity building and development with relevant stakeholders, particularly with NDMOs, humanitarian partners and government counterparts.
Duties and Responsibilities
1- Coordination
Establish and maintain an information management network in accordance with IASC guidance to facilitate humanitarian information exchange and the promotion of data and information standards; work with first responders such as the UN disaster assessment and coordination team (UNDAC) and on-site operations and coordination Centre (OSOCC) to ensure a smooth transition of information tools and services; engage with counterparts in government to ensure that information activities are coordinated and consistent with national standards and practices; provide training and expertise on the use and development of information management tools and platforms to OCHA staff and humanitarian partners: advocate for the use of data standards and common platforms. and for the open exchange of information.
2- Assessment Analysis
Support assessment and needs analysis activities, including humanitarian needs overview, secondary data reviews, preliminary scenario definitions and multi-cluster initial rapid assessments; provide advice on assessment design to ensure data quality; manage platforms and tools that support data collection and analysis such as KoBo Toolbox and Open Data Kit (ODK).
3- Data Analysis
Organize. design and carry out the evaluation and analysis of location specific datasets through meaningful statistical techniques: participate in the development and revision of data standards (e.g., the Humanitarian Exchange Language) and advise on the application of these standards into local systems and processes; participate in the development, implementation, and management of new indicators. together with its accompanying data, to be included in a Common Humanitarian Database.
4- Data Management
Design, develop and manage databases, spreadsheets, and other data tools: understand. document, and ensure the quality of high-value humanitarian data for accuracy. consistency and comparability: consolidate operational information on a regular schedule to support analysis.
5-Geographic Information System (GIS) & Mapping
Develop and maintain spatial baseline and operational datasets in accordance with relevant standards and guidance; produce and update high quality map products and on-line services; maintain a repository of spatial data and ensure that the data are documented and accessible to all humanitarian partners through local and/or online services
6- Visualization

Produce and update information products such as reports. charts and infographics by turning data into graphical products to convey messages and a storyline: develop advocacy materials including posters. presentations and other visual materials.

Provision of full range of office Information Management support at unit level working under minimal supervision.

7- Web Management

Manage content on relevant web platforms, provide overall quality control for the platform and ensure content is current, comprehensive and follows relevant metadata standards: work with external counterparts on related web platforms such as agency and cluster websites and Relief Web to facilitate cross-site search and interoperability.

8- Other tasks that’s required

Participate in field missions whenever necessary.

Supervisory/Managerial Responsibilities:  Lead OoP’s IM unit and ensure a reliable output of high-quality IM products to support OCHA’s coordination function and support for humanitarian activities of partners, as well as for resource mobilization and advocacy purposes.

Required Skills and Experience
Education:
  • Advanced university degree (Master’s degree or equivalent degree) in information management, information systems, social science, or related field.
  • A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
Experience:
  • A minimum of seven years of progressively responsible experience in information management, information systems, web management, data management. geographic information systems & mapping, data visualization, or other related area is required.
  • Experience managing information for disaster response or complex emergencies is required.
  • Experience providing information management related services within the UN Common System or other comparable international organization is desirable.
  • Experience providing information managing services for field missions (deployments to emergencies, peace keeping operations or sudden onsets) is desirable.

Language:

  • Proficiency in English. Working knowledge of other UN language desirable. Knowledge of languages spoken in the Pacific is an advantage.
