Support the development and implementation of national health policies, strategies and plans and health reform plans to increase integration, access and coverage of health services, protection against financial risks and equity in Health. – Strengthen technical and institutional capacity, knowledge and information for strengthening health systems and services and related policy dialogue. – Strengthen national processes and,where appropriate, effectiveness in line with the principles of the Universal Health Coverage.
1)Lead or support strategy and policy development by proactively contributing to, promoting and facilitating the implementation of state-of-the-art health governance policies, strategies, plans and activities at national level to improve national health governance policies, strategies and approaches, including but not limited to monitoring and trend analysis, promoting cross-cutting activities, issuing and revising norms and standards, and guidelines for health policies, strategies and governance while taking into account criteria such as health financing, social protection, service standards and quality, and health sector analysis and evaluation. 2) Support the development of standards for the design, organisation and functional programming of health systems based on primary health care, aiming to improve universal health coverage, offering integrated, people-centred services and respecting human rights.3)Contribute to the identification and fight against health inequalities and the promotion of the inclusion of vulnerable groups to ensure equitable and universal access to quality health services 4)Contribute to the development, planning, and continuous training of health professionals with the objective of improving and strengthening the capacities, and thus the efficiency, the quality of services in the respect of ethics, deontology and the respect of human rights to health. Support the development of and compliance with standards and regulations for the management of health professionals and the ministry for better work dynamics and effective accountability. 5)Contribute to the planning and implementation of technical activities related to integrated health services to ensure their accessibility, continuity, quality and efficiency in compliance with and monitoring of international standards and informed by evidence and updated data to regularly assess needs and trends 6)Support the development and strengthening of health information systems based on quality data collection and analysis and based on digital innovations that enable diagnosis and monitoring of needs, outcomes, and trends to inform strategies and decisions and ensure better management of health services.7)Work towards strengthening the national pharmaceutical policy, its legislative, regulatory and normative framework and the management system for medicines and pharmaceutical products to ensure continuous and affordable access to quality basic molecules in line with international standards. 8)Contribute to the strengthening of strategies for health care provision to ensure equitable and inclusive access to the most vulnerable without leaving anyone behind, as well as to ensure optimal management, monitoring and use and allocation of resources. 9)Disseminate knowledge, information and results, promote research and innovations, advise on the transfer of experiences, sharing of good practices and new technologies for continuous analysis, learning, improvement and development. 10)Advise and collaborate on the development and implementation of effective strategic and technical coordination and cooperation strategies with all stakeholders to ensure harmonised approaches and support and to ensure complementarity and synergies for better results 11)Participate fully in the development and implementation of resource mobilisation and advocacy strategies, in close collaboration with team members, including but not limited to providing technical advice and guidance on advocacy and investment strategies, work plans and their implementation. 12)Work in total collaboration with other members of the office, to promote effective teamwork and greater results, within the framework of the WHO Staff Regulations and Rules, and the accepted procedures of the WHO Regional Office for Africa; managing the budget within the framework of the WHO Staff Regulations and Rules, financial rules and accepted procedures of the WHO Regional Office for Africa13)Disseminate up-to-date knowledge and findings in the various areas of specialization; advise on the introduction and transfer of experiences and technologies through capacity-building processes.14)Cooperate with all authorities, international cooperation agencies, inter-governmental and non-governmental organizations, and other relevant stakeholders, in order to develop alliances and networks that promote access to quality primary care services for the affected population.15)Perform any other incident-specific related duties, as required by the functional supervisor.
Essential: First university degree in Public Health, health systems/services administration, health management or health related field from an accredited/recognized institute
Desirable: Post graduate in Public health, health systems/services administration, health management or health related field.
Essential: At least five (5) years of combined national and international experience at a senior, scientific or technical level in major programs or activities related to health systems development, integrated health services delivery, health policy and planning
Desirable: Prior working experience with WHO, other UN agency, or International Organizations. Experience in the domain of analyses and evaluation of health sector, consensus building and production of reports.
1) Sound knowledge in public administration reform.2) Proven skills in policy development, planning, monitoring and evaluating health systems.3) Demonstrated ability to provide sound methodological, technical advice and guidance to multiple stakeholders and partners in health sector reform and public administration reform.4) Demonstrated ability to innovate, integrate, synthesize and communicate complex concepts and ideas verbally and in writing.5) Ability to monitor and communicate progress in terms of process and results.

Remuneration comprises an annual base salary starting at XOF 19,150,000 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
