Supervise of                : Logistics Assistants, Drivers and Security Guards

Duty station                : Myitkyina, Kachin State

Travel                          : 20%

1. Role and responsibilities

The purpose of the Logistics Officer is to support the effective operation of the NRC Logistics Team and related programme activities located in Myitkyina, NRC Myanmar NE Area Office, by implementing sound logistics practices in accordance with NRC Logistics policies and procedures and relevant donor guidelines.

Generic responsibilities

1. Adhere to NRC policies, tools, handbooks and guidelines

2. Assist with the implementation of the logistic function’s portfolio according to Plan of Action

3. Promote anti-corruption, transparency and cost efficiency focus in all processes (e.g. in procurement, vehicle management, and facilities management)

4. Prepare and develop status reports as required by management

5. Prepare and file all supporting documents related to logistic function’s portfolio

6. Line management of the logistics staff, including recruitment and performance management

7. Perform other duties, as assigned by Line Manager

Specific responsibilities

· Implement NRC logistics functions (procurement, stock management and warehousing, assets, and fleet management) at the Myitkyina office in compliance with NRC’s procedures

· Line manage and supervise Logistics Assistant(s), ensuring logistics functions are conducted in compliance with NRC procedures

· Line manage and supervise NRC Drivers and Security Guards, including manage overtime

· Assist in the recruitment, induction and training of logistics staff, drivers and security guards

· Manage annual leave of logistics staff and ensure that there is sufficient staff coverage at any given time to avoid interruption to programme activities and operations

· Conduct procurement processes in compliance with NRC procedures

· Prepare timely and accurate procurement documents (Purchase Requisitions (PR), Requests for Quotations (RFQ), Bid Analysis, Purchase Orders, and Goods Received Notes)

· Reconcile all cash advances for local procurement in accordance with NRC finance policies and procedures

· Monitor suppliers’ performance

· Prepare and submit payment requests to Finance Assistant

· Maintain PR tracker and contracts database

· Update and maintain price list

· File procurement files according to projects and donors both in soft copy and in hard copy

· Ensure availability of storage space and maintain orderliness and cleanliness of the warehouse/storeroom(s) at all times, ensuring that only authorized staff are allowed to enter the warehouse/storeroom

· Receive, store, and distribute materials and supplies according to NRC procedures

· Supervise packing, loading, and unloading of all materials and supplies

· Organize transport of materials and supplies according to NRC procedures

· Maintain records of all incoming and outgoing materials and supplies

· Prepare periodic stock reports and assist in carrying out periodic inventory audits

· Immediately report losses, damages or discrepancies

· Maintain and update assets and inventory register for Myitkyina Office

· Ensure all assets and inventory are recorded and tagged according to NRC procedures

· Prepare periodic assets reports and assist in carrying out periodic assets and inventory audits

· Conduct vehicle management in compliance with NRC procedures

· Ensure NRC vehicles, including rental vehicles, motorbikes and generators, are in proper operating condition

· Ensure that NRC vehicles are equipped with necessary documents and safety equipment

· Monitor and maintain vehicle insurance policies

· Plan, schedule, and monitor transport of staff and material/equipment according to demands and procedures

· Coordinate and facilitate timely reporting of eventualities like accidents and breakdowns

· Assist in effective and timely maintenance, servicing, and repair of NRC vehicles and generators

· Prepare and file periodic fleet reports according to NRC policies and donor’s requirements

· Monitor and track NRC personnel in the field through fleet management and Drivers

· Coordinate and assist ICT officer for IT related issue raised in Myitkyina Office

· Assist with in any other operational needs requested by line supervisor(s)

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

· Technical: CO Logistics Manager, ICT Officer

· Finance: CO Finance Staff

· HR/Admin: CO HR/Admin Staff, NE Are HR Officer

· Programme: Budget holders, Area Programme Manager, relevant implementation staff

· Security: CO Security Coordinator and Security Officer, programme staff

2. Competencies

· Minimum 3 years’ experience as a Logistician with a local NGO, international NGO, or the private sector.

· Previous experience from working in a humanitarian/recovery context

· Previous experience from working in complex and volatile contexts

· Documented results related to the position’s responsibilities

· A degree or a diploma in a related subject

· Good working knowledge of English both written and spoken

· Good knowledge of MS Office (MS Word, Excel, and Outlook)

· Valid driver’s license

Context/ Specific skills, knowledge and experience:

· Knowledge of Kachin context

· Good mentoring capacity with the ability to manage, nurture and develop a team

· Organized and efficient in time management

· Able to multi-task and juggle a wide variety of activities and responsibilities

· Ability to work under pressure, independently and with limited supervision
