Key Responsibilities:

Implementation of Project/Program Monitoring and Evaluation Plan

  • Provide professional technical support to Daru, Kiunga & Balimo WASH project teams in executing the WVI Monitoring and Evaluation functions.
  • Provide M&E overview and support to the Program Quality Manager and Technical Advisors to establish and maintain M&E systems for Daru, Kiunga & Balimo WASH.
  • Lead the project teams in utilizing the mWater MIS platform, from training staff on using the tool, setting up surveys, and registering the data onto the system, to leading the teams in using mWater for M&E activities in the field.
  • Guide Project Officers in the preparation of annual and semi-annual donor reports, ensuring the quality of program implementation as per the project design.
  • Provide oversight on data tracking for the portfolio, ensuring data is aligned with donor requirements and maintaining compliance, accountability, and consistency to donors.
  • Conduct data collection with relevant program staff and partners by sharing forms or templates, collecting data, and ensuring data saving.
  • Conduct data verifications and cleaning in collaboration with the data collection team from staff and partners.
  • Analyze data and produce high-quality reports that highlight key findings, trends, and recommendations for program improvement. Ensure that evaluation findings and lessons learned are utilized to inform adaptive management and decision-making.
  • After monitoring visits, compile monitoring findings and prepare reports to share with respective project focal points and line managers.
  • Provide guidance and information/data to support the preparation and submission of donor reports, and six-month and annual reports. Ensure the annual report dashboard is up to date with intervention inventory data, WASH access, partner records, water quality test results, and policy change indicators, among others. Support planning, implementation, and review of WVPNG Country Strategy.
  • Initiate and coordinate studies and evaluations by external consultants related to project baseline/end line and evaluations by supporting the hiring process, overseeing quality, and disseminating/sharing results.
  • Develop the overall framework for project M&E systems in collaboration with project staff, including requirements and reporting; develop and monitor project implementation plans to systematically document performance.
  • Maintain existing indicator tracking tools; develop additional databases and tracking tools as needed to demonstrate the effectiveness of project interventions. Generate indicator reports for tracking progress against key indicators as needed.

    Capacity Building

  • Led the project teams in utilizing the mWater MIS platform, from training staff on using the tool, setting up surveys, and registering the data onto the system, to leading the teams in using the mWater for M&E activities in the field.
  • Directly support staff and partners in the field in any capacity on using the online platform and using the M&E tools and template for data collection.
  • Regular M&E skill sharing with staff and partners.
  • Ensure colleagues are trained and competent in the use of the WVPNG monitoring and reporting system (Programme Management System, mWater etc.) Provide advice and regular support to others
  • Review and help maintain data integrity and consistency in multiple systems by program teams and NGOs.
  • Support capacity building of partner NGOs across all monitoring and reporting functions including data input, validation, and reporting as per WVPNG/donor requirements.

Learning, Networking & Coordination

  • Provide technical input and support to the WASH Portfolio, ensuring consistency and cross-learning mainstreamed in various grants under the portfolio.
  • Lead the updates of and store back-ups for portfolio documentation, and ensure sector documentation is updated.
  • Provide oversight on data tracking for the portfolio and ensuring data is aligned to donor requirements and maintain compliance, accountability, and consistency to donor.
  • Establish, develop, and maintain relationships with the project field team of World Vision PNG and Partners
  • Foster coordination and collaboration with relevant stakeholders, including government authorities, UN agencies, NGOs, and implementing partners, to enhance MEAL practices. Participate in MEAL-related coordination mechanisms, working groups, and networks.
  • Conduct quarterly program performance reviews and learning sessions with program staff and other stakeholders and monitor implementation of actions.
  • Conduct small-scale in-house mix-method studies, develop mobile phone-based data collection tool in the mWater platform, analyze data, and prepare reports.
  • Generate organizational learning from monitoring and evaluation activities, document lessons learned/case studies and share learning with potential audiences and users -both internal and external to promote and replicate best practices.

WASH Project Implementation

  • To participate in the implementation of project activities, to achieve the outputs set under the following outcomes
  • To increase access to improved, sustainable, and climate-resilient WASH facilities in communities, schools, and Health Care Facilities (HCFs) in the Southern Region of Bougainville.
  • To increase awareness and practice of good hygiene and sanitation, including ending open defecation (OD) in communities.
  • To increase WASH-related employment opportunities for young people.

EDUCATIONAL QUALIFICATION/SKILLS, KNOWLEDGE & EXPERIENCE

  • Degree in Mathematics, International or Community Development or similar (preferred)
  • Experience in working for an INGO
  • Demonstrate good leadership qualities
  • Proficiency in using mWater
  • Willingness and physical fitness to spend significant time in the field
  • Data collection and analysis
  • Basic computer skills in MS Word and Excel
  • Good interpersonal skills, a team player
  • Honesty and dedication to the job; ability to complete tasks with minimum supervision
  • Good communication skills in English
  • Willingness to learn and work according to deadlines
  • Flexibility to contribute to additional relevant tasks may be required to achieve organizational objectives
