Global Corporate Solutions and Corporate Real Estate 

Reporting directly to the Managing Director and World Bank Group Chief Administration Officer (MDCAO), Global Corporate Solutions (GCS) brings together the functions of Corporate Security, Corporate Real Estate, and Corporate Services (such as food services, printing, travel, conferences, and translation and interpretation).

GCS’s Corporate Real Estate (GCSCR) division plays a crucial role in supporting IBRD, IDA, MIGA, and ICSID by developing and operating their real estate demands worldwide. GCSCR’s primary purpose is to create safe, cost effective, sustainable, and functional real estate solutions, enabling business units to perform their work program in line with the WBG’s mission to create a world free of poverty on a livable planet.

To achieve its purpose, GCSCR led by the Senior Manager, is structured into three divisions: (i) HQ Real Estate Development and Management (GCSHQ), which covers facilities based in Washington, DC, (ii) International Real Estate (GCSIR), responsible for facilities located overseas, and (iii) Corporate Real Estate Strategy & Planning (GCSSP), providing cross-cutting strategic planning and analysis and business support.

GCSCR is comprised of approximately 80 staff, leverages over 500 contractors, and manages an annual facilities capital investment plan of about $100 million globally. GCSCR works closely with the Regions on the Bank’s more than 150 country offices and manages several of the Bank’s country offices.

Job Description 
The Project Manager position reports to the Senior Program Manager of Project Management in the GCSHQ Real Estate Development and Management section and will be based out of Washington DC. The position’s primary responsibility is to manage the implementation of base building capital improvement projects from inception to completion.

Duties and accountabilities include, but are not limited to: 
• Responsible for managing capital and overhead projects up to $10 million. Determines the scope of the project and required resources and mobilizes them from within/outside the Bank. Develop initial estimates on structure costs, building time and special requirements.
• Work closely with WBG internal units (i.e., Budget, Planning and Strategy, Procurement, Information Technology) to ensure projects are presented for the appropriate clearances during each phase of the project life cycle.
• Develops project-specific proposals for overhead and capital projects in coordination with Building Managers and the end user.
• Responsible for development of the project plan with the client in coordination with Building Managers and Engineers to ensure projects are completed in a coordinated manner.
• Develops the project schedule and leads the planning, design, and construction process, coordinating inputs from Bank units and contracted firms on all aspects of the project from inception through final completion, including documenting lessons learned as applicable, and completion of all project close-out requirements.
• Supports the selection of design consultants, contractors for projects, and coordinates and directs all implementation activities, including quality assurance and resource management.
• Analyzes needs, identifies potential issues, and develops optimal solutions considering user requirements, options available, technical constraints, resource availability, Bank policies and standards.
• Works closely with members of the Corporate Responsibility Team to review projects aimed at reducing the Bank’s carbon footprint and implementing them in a sustainable manner.
• Manages and provides inputs for the preparation of design concepts, renderings, construction plans, specifications, and contract documents.
• Develops and monitors the project budget and schedule and takes appropriate corrective action when needed to adhere to the pre-established budget and schedule.
• Assures the final completion and timely occupancy of projects in a cost-effective and timely manner.
• Approves invoices submitted by vendors/contactors and prepares the required documentation for payments.
• Oversees and monitors post-occupancy activities and turn-over to the client.
• Coordinates with other Project Managers to leverage synergies as required to maintain a consistent approach to delivery of projects.
• Work with corporate sustainability team to ensure projects are completed in a sustainable manner.
• Works with the Building Engineers to ensure proper design and execution of projects to meet their requirements to maintain optimal working conditions for the building occupants.
• Maintains project documentation in project files and provides project progress updates and reporting as required. 

Selection Criteria

• Master’s degree with 5 years of experience or equivalent combination of education and experience in the field of Engineering, Architecture, Business, Interior Design Construction Management, etc.
• Ability to design, create, read and translate design documents, construction drawings and specifications into a statement of work for bidding potential projects.
• Financial management (cost/investment, budget planning, cost analysis, project cost control, spend tracking and spend management) negotiating skills, procurement, and contract management experience.
• Ability to manage multi-discipline programs, conceptualize, design & implement projects and design & produce complex reports related to the delivery of capital improvement projects.
• Demonstrated leadership and ability to lead a team of professionals and contract staff in the execution of complex mechanical and electrical capital improvement projects.
• Ability to quickly react to urgent project site issues (e.g., power outages, floods, etc) using standard operating procedures and key internal client coordination to mitigate and reduce impact to the building and occupants.
