The duration of the assignment is 364 days. Whereas an external candidate will be offered a temporary appointment; subject to release agreements, staff members in UN Women may be administered as a temporary assignment and staff members in the UN Common system may be administered under a loan arrangement.
UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
Care is vital for the wellbeing of society and economies, yet the undervaluing and unequal social organization of care is a systemic driver of gender inequality. Unpaid and paid care work is undervalued, unrecognized and highly gendered. Globally, women provide nearly three times as much unpaid care work as men, limiting their time, choice and opportunities for education, decent paid work, and political participation; a reality that is especially true for women and girls in low-income and rural households and from racialized and migrant groups.
In response to that, the TransformCare initiative aims to transform the undervaluing and gendered division of care and improve the lives of women and girls across 30 countries and six regions. It will do this by supporting inclusive and equitable comprehensive care systems that have the potential to benefit 300 million women and girls in all their diversity, release one billion hours of women and girls’ time, and create 40 million low-carbon decent jobs. This ambitious initiative will work with partners, including UN Agencies, national and local governments, civil society, unions, academia, private sector and the media, to support a whole-of-society approach to addressing care inequalities.
Within this framework, UN Women develops and implements multiple programmes and projects covering different countries and regions. One of them is the phase II of the programme ‘Transformative approaches to recognize, reduce, and redistribute unpaid care work in women’s economic empowerment programming’ programme (“3R Programme in Rwanda and Senegal”) which has a global policy component and is also being implemented at national level in Rwanda and Senegal.
The overarching goal of the programme is to remove the structural barriers to women’s full and equal participation in the economy by recognizing, reducing, and redistributing unpaid care work. The program does this through the achievement of three interconnected outcomes.
1. National and local governments develop/strengthen laws, policies and services that recognize and address the disproportionate share of unpaid care work by women and girls.
2. Women’s cooperatives and other organizations provide transformative care services in rural and/or urban areas to reduce and redistribute unpaid care work.
3. National governments and relevant ministries (ex: sectoral and finance) scale-up investments in care service provision.
In particular, the programme complements existing successful UN Women programmes: the first phase of the 3R programme implemented in 3 countries whose aim was to recognize, reduce and redistribute women’s unpaid care and domestic workloads and overall time poverty, and the UN Women-ILO Joint Programme “Promoting Decent employment for women through inclusive growth policies and investments in the care economy” for the global component.
Reporting to the Policy Advisor, Macroeconomics and Global Lead on Care, the Programme Coordinator exercises overall responsibility for planning, implementing, and managing the setting up for the TransformCare initiative. The programme coordinator will be responsible to ensure programme management functions and coordination of other programmatic interventions established within the overall framework of the initiative including the coordination of the of the 3R programme (Global component, the Rwanda and the Senegal projects as well as the financial management of the overall programme). The Programme Coordinator provides overall guidance to the National Coordinators in pathfinder countries on programme management working in close collaboration with colleagues in the Economic Empowerment Global care¯o team, regional offices as well as key partners and stakeholders. The Programme Coordinator is responsible for coordinating the results-based monitoring and reporting.
