UNDP’s presence in the Bangkok Regional Hub (BRH) of the Regional Bureau for Asia and the Pacific (RBAP) delivers a full range of policy, programme, and operations support to 24 Country Offices (COs) in the Asia-Pacific region. As part of the Country Office Support and Quality Assurance (COSQA) Unit, the Management Advisory Services Team (MAST) provides strategic management oversight and advisory support. As part of the team, the incumbent will work with evidence and data to analyze performance indicators and contribute to the Regional Bureau’s quality assurance and oversight actions to enhance the Regional Bureau and CO management performance. S/he will also work closely with different teams in the Regional Bureau and Country Offices, regional technical advisors from Bureau for Policy, and Programme Support (BPPS), Bureau for Management Services (BMS), Global Shared Services Centre (GSSC), and other units to ensure coherent, timely, and appropriately prioritized measures and solutions for country offices.

Under the guidance and direct supervision of the Programme Management Specialist and overall guidance of the Management Advisor, the Regional Management Analyst supports the management advisory functions of the COSQA team in key oversight and programme implementation actions, ensuring the transparency and integrity of the processes. S/he promotes a collaborative and client-oriented approach in her/his work, with guidance from the Management Advisor and CO support teams based in the Bangkok Regional Hub.

To be successful in this role, the Regional Management Analyst needs to have excellent programme management knowledge base and strong programme support credentials, including advanced project and risk management as well as analytical skills. S/he is expected to share a common goal in task teams to design and deliver effective development programmes while using procurement as a critical means to achieve the goal. S/he, therefore, should have strong teambuilding, inter-personal and communication skills, be client-oriented, and can look at issues from different angles and find creative solutions.

S/he works in close collaboration with the operations, programme and project teams in the COs for resolving programme and project management related issues.

Duties and Responsibilities
  1. Provide management and operational support to Country Offices.
  2. Analysis and actions operational and financial management processes.
  3. Analysis and implementation of CO and regional management strategies.
  4. Knowledge building and knowledge sharing.

Provide management and operational support to Country Offices

  • Acts as primary focal point for oversight of assigned Office(s), by the Regional Bureau, as a first point of call for management performance oversight and troubleshooting and supports in implementing solutions to identified challenges, including through the development and follow up to improvement plans or remedial actions
  • Promotes full compliance of implementation of programming initiatives and activities with UN/UNDP rules, regulations, policies and procedures; implementation of effective internal controls, troubleshooting and analysis of parameters in support of effective design and functioning of management advisory support to COs in the Asia-Pacific region;
  • Ensures effective support to oversight activities including on project appraisal, implementation, donors reporting, evaluation, operational and financial management;
  • Ensures efficient support in regular monitoring of project and programme management actions by COs to ensure that they are performed consistently and in accordance to corporate standards (e.g. workplans and reporting, governance arrangements, risk management and mitigation etc.);
  • Exercises a back-up function to perform programme and project management related responsibilities based on the demand and request of the Bureau and COs;
  • Provide quality Assurance support to the programme/project management activities performed by COs, as applicable.

Analysis and actions operational and financial management processes

  • Analysis and development of operational strategies and quality management processes;
  • Management of the regional Long-Term Agreements for quick service provision to the Country Offices;
  • Provide quality assurance support to CO and portfolio performance, and support analysis and implementation support to COs on management strategies agreed with the Bureau, including review of COs workplans. implementation and reporting; addressing bottlenecks and deficiencies in issues related to programme and operations.
  • Analysis and remedial actions related to programme finance and enterprise risk management at country level, in consultation with relevant RBAP staff;
  • Support in advising COs on the implementation of Harmonized Approach to Cash Transfer (HACT) frameworks, anti-fraud mechanisms and anti-money laundering and countering finance terrorism (AML/CFT) policies and procedures
  • Support the application of the Enterprise Risk Management policies with specific emphasis on quality of project risks, social and environmental standards, financial, and operational risks
  • Responsible to ensure that assigned COs business processes follow the key SOPs; identifies opportunities for converting business processes into web-based systems to enhance efficiency and accountability;
  • Conduct periodic quality assurance and oversight of programme and operations management, remotely and on site, and make recommendations for improvement to CO
  • Support COs in preparation and follow-up to audit related activities to ensure that actions across various audit-mandated and compliance tasks are completed in a timely manner.

Analysis and implementation of CO and regional management strategies

  • Focused analysis and implementation support to COs on management strategies agreed with the Bureau, including review of COs workplans; implementation and reporting; addressing bottlenecks and deficiencies in issues related to programme and operations;
  • Supports oversight of the proper management of the contribution management business process and accounting for contributions, to ensure that the money due to UNDP is properly identified, consistently and uniformly classified, recorded on a timely basis and received with required documentation; and
  • Develops visualization and presentations on best practices, analysis of CO business processes and recommend remedial actions.
  • Guides and oversees corporate requirements e.g. quarterly/annual certifications, verifications, sample testing are met by the Office(s).
  • Contributes to and supports implementation of the corporate and regional action plans with specific analysis and assigned actions, root cause action analysis and Office improvement plans.

Knowledge building and knowledge sharing

  • Supporting the organization of regional training events on programme and operations, including technical inputs and support to logistics;
  • Providing training to UNDP staff on specific project management issues, the application of Quantum, such as Quantum PPM module, STREAM, Executive Snapshot, etc.
  • In close collaboration with relevant teams in the Bangkok Regional Hub, contribute to development and delivery of modular training packages to strengthen COs’ and partners’ capacities in the programmatic and operational oversight and implementation of the programme portfolios
  • Facilitates knowledge building and management, documentation of lessons learned and good practices, and innovation and knowledge transfer in the country office, region and globally.
  • The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Required Skills and Experience
Education:
  • Master’s degree in Management, Humanities, Economics or Business Administration or Finance/Accounting or similar is required. OR
  • A first-level university degree (bachelor’s degree) in combination with an additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
  • Certification in programme/ project management (e.g., PRINCE, MSP, PMP, etc.) and/or accounting/audit areas will be a distinct advantage.
Experience:
  • Up to 2 years (with Master’s degree) or 2 years (with Bachelor’s degree) of relevant experience at the national or international level in project management, business operations, etc. is required.
  • Knowledge of POPP and experience with UNDP programmes/ project implementation is a strong asset.
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and advanced knowledge of web-based management systems is required. Good knowledge of ERP systems (such as Quantum, Quantum+ etc.) is desirable.
  • Experience with UN/UNDP operations and risk management work is desirable.
  • Experience focusing on quality assurance and monitoring/ oversight support in project implementation is highly advantageous.
  • UNDP certifications in operations areas is an asset.
Language:
  • Proficiency in English (spoken and written) and Thai are required.
