ECA Transport Unit (IECTR)
The Europe and Central Asia (ECA) region is comprised of 58 countries including about 900 million people and representing in 2019 about 26 percent of the world’s gross domestic product. This region, which extends to Western Europe to the borders with China is extremely diverse: the region ranges from low-income countries (Tajikistan), lower-middle income (the Kyrgyz Republic, IDA; Moldova, recent IDA graduate; Uzbekistan, blend; plus Ukraine, IBRD) to high-income economies (Croatia, Poland, Romania). Fragility and conflict also impact the region. Overall, the ECA region faces inclusion challenges, even at higher income levels, compounded by slow growth – even prior to 2020. Acceleration of reforms is needed as structural challenges persist: in addition to the aging population and demographic challenges, the ECA region features a legacy of incomplete market transition; governance challenges remain, with a strong presence of State-owned enterprises. In ECA, environmentally unsustainable economic models threaten the quality and resilience of growth and progress on key SDGs, in particular as regards carbon-intensity and fossil-fuel dependence, environmental degradation and climate change vulnerability. Finally, in the last years the ECA region has been hit with multiple shocks: conflict, political developments, and natural disasters.
The ECA Transport Unit (IECT1) has an active portfolio of 21 lending operations with total commitments of about USD5 billion, 10 ongoing ASA and reimbursable advisory services (RAS) and approximately 2-4 new lending deliveries per FY. The current portfolio is diversified which reflects different client needs, with the following development objectives: (i) improving regional connectivity to enhance trade opportunities through regional integration and efficient freight logistics, (ii) enhancing national connectivity and urban mobility to support more inclusive urban development; (iii) strengthening the capacity of clients to plan and implement transport interventions across transport modes through policy and institutional reforms, improving the knowledge-base and feedback loops, strengthening planning processes, managing environmental and social safeguards and mainstreaming social accountability; (iv) leveraging resources through strong partnerships (donor coordination and PPPs), including increasing commercial and domestic financing for connectivity, mobility and logistics projects in the countries, and (v) ensuring sustainability by improving governance and efficiency in the sector, bringing transformative technologies on transport planning and service delivery, and increasing resilience of transport infrastructure and supporting a low carbon path.
In line with the ECA general context, transport operations focus on improving mobility and connectivity in a social and environmentally sustainable manner. In line with the 2016 Paris Agreement and the EU Green Deal, the World Bank interventions in the transport sector are increasingly geared towards climate goals, including clean urban mobility development. This lending portfolio is complemented by a strong set of analytical work, focusing on logistics and connectivity, clean mobility, urban transport, private capital mobilization, institutional modernization, road safety and gender.
The region’s demand for transport infrastructure and services has grown alongside the needs required by its, generally, strong economic growth and strategies for decarbonization and poverty reduction and shared prosperity. The countries in the region seek high quality support from the Bank and the key strategic areas of our assistance are: (a) planning and programming of transport infrastructure and services, with particular attention to the reduction of economic imbalances across intra-country regions and to the enhancement of accessibility in rural and urban areas; (b) strategies and mechanisms for managing, financing, and maintaining infrastructure assets (with continued strong interest in expanding private sector participation and private-public partnerships); (c) decarbonization strategy and attention to externalities of transport modes, including environmental, climate change, and air quality issues and travel safety; (d) promotion of technological innovations (transport on demand platforms, e-tolling, digital development in transport), logistics and connectivity, modal shift and commercial practices (incorporating private sector participation); and (e) the institutional/governance setup and financial frameworks, and the rules and regulations in support of the above strategic areas. In addition, fueled by governments’ interest in improving the competitiveness of their economies, the transport and logistics agenda has gained momentum as client government request Bank support in the form of analytical studies.
The ECA unit of the Transport Global Practice seeks to recruit a Junior Professional Associate (JPA) based in Vienna or Washington D.C.
Duties and Responsibilities
The JPA will focus on transport sector initiatives in the ECA Region and will be posted with the operational teams within the Transport Unit in that Region. She/he will work under the supervision of the Practice Manager and Transport Lead Specialist, and in close association with the Task Team Leaders of selected operational teams.
