The Regional Office for Europe and Central Asia (ECARO) supports Country Offices and Governments to advance towards the full realization of all child rights across the region with a country presence in 22 countries and territories to ensure that no child is left behind. The Regional Office plays both a technical advisory and oversight role, guiding country offices in designing, implementing and documenting results for children.

In this context, UNICEF ECARO takes a multi-sectoral approach to addressing the climate crisis. At-scale programming across all areas of work will promote environmental sustainability, climate change adaptation, mitigate climate change and environmental degradation, and address its impacts on children and communities.

In alignment with our commitment to protect children and young people worldwide, UNICEF has launched its Sustainability and Climate Action Plan (SCAP) 2023 – 2030.  The SCAP promotes urgent climate action through systematic change in partnership with public and private sectors to prioritize the needs of children and young people and build their resilience to the climate threats at hand.  The SCAP strives to mainstream sustainability and climate action both internally and externally, through protecting the lives, health and well-being of children and their communities; empowering children with developmental opportunities and skills, and reducing emissions and the environmental footprint within UNICEF.

How can you make a difference?

The Regional Advisor Sustainability and Climate will be based in the ECARO Regional Office Bureau Outpost in Brussels – Belgium and will report to the Deputy regional Director. The post will support the Regional Management Teams, Country Offices and Government institutions/officials on strategies, policies, approaches, best practices and knowledge on climate change & environment, sustainable energy and other environmental issues in the ECA Region.

To accomplish this, you are expected to:

  1. Support the Country Offices on programme development and planning, advising on policies, strategies and best practices on climate change, sustainable energy, and other environmental issues. Support COs on all climate change and environment protection priorities, updating situation/climate risk analysis to ensure that current and comprehensive data is available, ensuring delivery of results for children.
  1. Lead advocacy, networking and partnership building, funds mobilization with IFI’s. EU relevant institutions, private sector, regional and national government counterparts, UN system agency partners, donors, NGOs, etc. The objective is to achieve sustainable and broad results on climate change adaptation and environmental protection programmes and projects for children. Participate and/or represent UNICEF (as delegated/designated) in key events/meetings and planning on Just Transition, climate change, environment, and related issues to ensure organizational position, interests and priorities are clearly articulated and integrated in the agenda setting.
  2. Build innovations, knowledge management systems and capacity building, introducing programme innovations and good practices in the Region for sustainability, climate change, environment programmes and project initiatives through advocacy, capacity development and technical advisory services. Institutionalize and share best practices and knowledge learned. Lead and develop policies and procedures and introduce innovation and best practices, ensuring optimum efficiency and efficacy of sustainable programmes and projects.

To qualify as an advocate for every child you will have…

Minimum requirements:

  • Education:
  • An Advanced University Degree (Master’s or equivalent) in environmental sciences, or other disciplines of the specialized technical areas is required.
  • Work Experience:
  • A minimum of 10 years of progressively responsible relevantl work experience in all aspects of programme management, and/or advisory support, in the technical area or programme sector resulting in recognized expertise in the technical area is required.
  • Excellent analytical and writing skills, advocacy and presentational skills is required.
  • Knowledge of climate change impacts, climate risk assessments, and adaptation solutions is required.
  • Specific expertise in programme/project formulation, implementation, monitoring and review and evaluation related to climate change adaptation and low carbon development in developing countries is required.
  • Proven experience in successfully developing, formulating and overseeing the implementation of adaptation and low carbon development projects is required.
  • Familiarity with children’s rights and gender in the context of climate change adaptation and low carbon development and/or natural resources management is highly desirable.
  • Developing country work experience and/or familiarity with emergency is highly desirable.
  • Language Requirements:
  • Fluency in English, written and verbal, is required. Knowledge of another official UN language (French or Russian) is an asset.

UNICEF appointments are subject to medical clearance. Issuance of a visa by the host country of the duty station is required for IP positions and will be facilitated by UNICEF. Appointments may also be subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid).
