Since 1994, UNICEF’s Office in Turkmenistan has been working with the Government to fulfil its obligation in realization of child rights under the Convention on the Rights of the Child and Convention on the Rights of Persons with Disabilities.
The current Country Cooperation Programme for 2021 – 2025 between UNICEF and the Government of Turkmenistan aims to support the Government of Turkmenistan in fulfilling its obligations to respect, protect and implement children’s rights, as stipulated in the Convention on the Rights of the Child and further confirmed in the National Action Plan for the Realization of Children’s Rights (NAP). Within the new Programme, UNICEF will be partnering with more institutions to ensure equitable access to high-impact and quality health, nutrition and early childhood development services; to protect children from all forms of violence, ill-treatment and socio-economic vulnerabilities; as well as to increase access to quality inclusive education and learning opportunities for Turkmenistan’s children and youth.

How can you make a difference?
Under the guidance of the supervisor (Deputy Representative), ECD Specialist supports the coordinated development, planning, implementation, monitoring and evaluation of ECD programmes/projects within the Country Programme.
The Specialist contributes to the achievement of concrete and sustainable results on ECD related programmes/projects according to plans, allocation, results based-management approaches and methodology (RBM) and UNICEF’s Strategic Plans, standards of performance and accountability framework.

Minimum requirements:
Education:
An advanced university degree in one of the following fields is required: education, public administration, public health, nutrition, economics, psychology, sociology, human development, child development, family studies or another relevant technical field.
For this position, a bachelor’s degree from a recognized academic institution in a relevant field with seven years of relevant work experience might be accepted in lieu of advanced degree.
Work Experience:
A minimum of five years of professional experience in social development planning and management in early childhood development related areas is required.
Language Requirements:
Fluency in English is required as well as a fluency either in Turkmen or Russian language is required.
Desirables:
Experience working in a developing country is considered as an asset.
Relevant experience in a UN system agency or organization is considered as an asset.
