The purpose of this consultancy is to support MoH to review and update the Operational Manual for sustainable VMMC services 2020 – 2024 and the associated annexes related to; costing, sustainability plan and sustainability indicator and monitoring tool.
Under the overall oversight of the WHO Country Representative and coordination of the Cluster Lead CND and the NASHCoP Program Manager, the consultant will;
Conduct a desk review of evidence-based new interventions and approaches tailored to the needs of VMMC services (in reference to the National VMMC Guidelines, WHO guideline and PEPFAR VMMC priorities), in alignment with the local context
Conduct consultative stakeholder’s discussions/meeting to get their inputs and recommendations on the new interventions.
Conduct a gap analysis of the current Operational Manual for sustainable VMMC services 2020 – 2024 and advice on its suitability for the Tanzania context.
Present the revised and costed draft to a selected group of VMMC experts and stakeholders for insights.
Develop the sustainability plan, sustainability indicator and monitoring tool.
Finalize the revised and costed version of the Operational Manual for sustainable VMMC services and submit the final report to NASHCoP.

EDUCATION:
Desired:
Degree in Health or Social sciences and a Postgraduate degree in a health-related field, preferably, public health from an accredited/ recognized institute.
EXPERIENCE:
Essential:
The Consultant must have minimum 10 years’ experience in VMMC programming in Tanzania.
Broad experience with development and implementation of VMMC programs as well as other HIV Prevention, Care and Treatment interventions
Familiarity with global HIV/VMMC programming guidelines, policies and strategies (e.g. WHO, PEPFAR, UNAIDS, Global Fund, etc.)
Familiarity with guidelines, policies, and strategies that guide VMMC for HIV prevention programming in Tanzania.
At least 3 -5 years’ experience in the development of guidelines, manuals, sustainability plans, and monitoring and evaluation frameworks with documented track record of successful completion of similar or related tasks.
Excellent analytical and report writing skills.
Knowledge of the Tanzanian health system.
Computer skills: proficient in modern data analysis software.
Excellent communication skills in English, including the ability to express clearly and concisely concepts and ideas in both verbal and written form.
Fluency in Swahili.
