JOB SUMMARY

 

Specific responsibilities:

  • Provide technical guidance and support on programmatic issues to field staff, contractors, and local partners; prepare training materials and plan and organize capacity-building sessions accordingly:
  • Supervise/Monitor and follow up local partner implementation of CCCM projects activities
  • Set up and maintain a camp information management system in line with CCCM Cluster guidelines including sex and age disaggregated data collection and transparent, yet appropriate, information sharing with all relevant stakeholders in a manner that upholds the principle of confidentiality.
  • Conduct and Monitor multi-sector needs (MSNM), service provision and the overall condition of a camp including shelter, WASH, environment and cross-cutting services such as prevention and response to sexual and gender-based violence (SGBV), health, psychosocial support according to agree upon guidelines, standards and indicators.
  • Coordinate activities of different actors providing assistance and support effective referral mechanisms within the camp(s).
  • Support the technical implementation of site maintenance, covering safe site design or layout, repairs and risk reduction in the camp(s), the upkeep of shelter, WASH, electrical systems, other site facilities and utilities and the general environment.
  • Mobilize, train and equip displaced communities to be self-autonomous in safely maintaining the camp(s) environment ensuring clarification of roles and responsibilities amongst stakeholders.
  • Ensure that all equipment and supplies that are required for technical assistance as part of site risk management plans is maintained and accounted for.
  • Liaise and interact with government authorities, displaced and host communities to ensure social cohesion and create opportunities for local employment using principles of gender equality and do-no-harm.
  • Establish, maintain, and actively utilize networks of key informants at IDP sites
  • Maintain a comprehensive database of service and needs related information for each site
  • Provide, document, and track timely referrals and service requests to key partners
  • Promote and facilitate accountability towards camp populations through establishment of complaints and feedback mechanisms.
  • Ensure that the displaced are aware of the assistance and services available in the camp and how to access them.
  • In collaboration with Project Coordinator prepare Procurement Requests and actively participate in developing work plans
  • Ensure that gender and protection mainstreaming are carried out at the field level by all staff
  • Foster collaborative relationships with local authorities to facilitate implementation of activities
  • Arrange regular and ad hoc coordination meetings with key stakeholders
  • Perform any other duties to advance NRC’s interventions

Scale and scope of position

Staff: Numbers and titles of staff directly managed by the post holder, and numbers of staff and daily workers/incentive staff responsible for overall in the unit (e.g. X education assistants, XX staff in total)
Stakeholders: Key external stakeholders the post has relationships with (e.g. UN agencies, INGOs, local NGOs, civil society, governmental bodies)
Budgets: List of budgets covered by post holder, and size of budget
Information: Brief description of the information resources the post holder is responsible for at CO level (e.g. GORS, Agresso, Webcruiter, Intranet)

  • University Degree in civil engineering, social studies, architecture, urban planning, or engineering or related field.
  • At least 2 years of working experience in CCCM with the communities and INGOs.
  • Experience in working in shelter or basic needs projects within the humanitarian sector.
  • Basic knowledge in developing and following through on technical implementation of construction project.
  • Proven experience in producing technical reports and progress reports.
  • Proven experience in archiving project document and results
  • Experience in monitoring activities is an asset.
  • Experience in overseeing site/unit level activities is an asset.
  • Strong communication, interpersonal, analytical and negotiation skills
