OBJECTIVES OF THE PROGRAMME

The health system in Pakistan has undergone a massive transformation following the 18th Amendment in the Constitution of Pakistan which has implications for WHO to realign its functioning. On one hand it has to support the new functions of ministry of National Health Services, Regulations and Coordination (NHSR&C) like regulation, coordination, overarching health vision, reporting on international commitments etc. and on other hand respond to the needs of provinces & areas to strengthen their health system. Thus, WHO needs to create synergy and alignment between WHO global and regional priorities, national vision, provincial health strategies and plans as well as the priorities of the United Nations Development Assistance Framework (UNDAF). Creating this synergy and alignment will be essential to advance WHO’s organizational effectiveness and ensure WHO’s relevance at country level.

DESCRIPTION OF DUTIES

  1. Provide technical guidance to the Federal Ministry of National Health Services, Regulations and Coordination to ensure proper Coordination to the Provincial Departments of Health towards health systems development and progress towards Universal Health Coverage including vaccine preventable diseases eradication and elimination goals.
  2. Assess the health system performance, identify gaps and guide the national health services on mechanisms to strengthen and improve health service provision based on a family practice approach, improve quality of care and patient safety initiatives, hospital care management, health care financing, integrated health information systems, emergency care services, health technology assessment, promotion of Traditional Medicine and assessing and improving essential public health functions.
  3. Lead the effective planning and implementation of health system strengthening projects under Global Health Initiative including Global Alliance for Vaccines and Immunization (GAVI), Global Fund and International Health Partnership Plus (IHP ).
  4. Develop and propose national strategies and policies for implementation, recommend health development initiatives in the context of health systems building blocks, establish relevant partnerships for improvements in the planning and management of existing public health systems.
  5. Advocate, promote, and build partnerships with national counterparts, technical departments at HQ and negotiate with donor and development partners (UN, multilateral and bilateral) to harmonize recommendations on policies and strategies for strengthening public health systems.
  6. Lead, oversee and coordinate work plans and budgets for team activities and monitor the implementation of work plan and resource mobilization for health systems in Pakistan.
  7. Guide and support Human Resource Development in the context of human resource policies & strategies; educational development and continuous professional development of skilled human resource with focus on defining service structures, optimal career opportunities and retention mechanisms for the various cadres of Health Workforce in Pakistan.
  8. Build capacity of the national and provincial managers in developing and integrated people-centered health system that can deliver optimal priority health care services based on community needs specially improving immunization services, EPI data quality and surveillance and use of those data for improved program performance.

REQUIRED QUALIFICATIONS

Education

Essential: University degree in medicine and master degree in public health or relevant area.
Desirable: PhD in Health Systems management or relevant field in Public Health

Experience

Essential: At least ten years’ experience at the national and international levels in supervisory and advisory role in health systems and policy/strategy development.
Desirable: Experience of Health System development and immunization in developing countries

–>Excellent knowledge and understanding of country level situation with regard to public health systems development and management with good understanding of the country’s needs, priorities and policies, along with WHO’s policies, practices, guidelines and procedures in the related areas and ability to apply them in the country office and national setting;

–>Ability to conduct research and analyzes results, identifies issues, formulates opinions, make conclusions and recommendations for strengthening health care systems;

–>Ability to review and revise policies and objectives of assigned program and activities;

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 92,731 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3454 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
