Purpose of Activity/Assignment:

The purpose of this consultancy is to support the National Agency for Social Protection under the President of Uzbekistan (hereafter-NASP) and other relevant stakeholders to implement the Law of the Republic of Uzbekistan ‘On protection of children from all forms of violence’ that will come into force in six months after its adoption in summer 2024. This law lays down the system for prevention and response to all forms of violence faced by children in all the settings. The law envisages development of agency specific and inter-agency standards to protect children from all forms of violence as well as introduces child protection case management in dealing with situations of violence against children. The consultancy will provide support to NASP and other national stakeholders with the following tasks:
1. Development of standards to identify, refer, report, respond, follow-up and close cases of violence against children for bodies of internal affairs, pre-school facilities, health workers and child protection specialists.
2. Development regulation on psychocorrectional treatment (MHPSS) programs for children committed sex offences as it is provided by the Law ‘On protection of children from all forms of violence’.
The consultancy requires international expertise in the field of ending violence against children as well as a good knowledge of the post-soviet state country context, including social and child protection systems. In addition, good knowledge and experience with drafting child protection related regulations and standards for social and child protection workforce is required.
Scope of Work:
  • Provide support to the NASP, the Ministry of Preschool and School Education, the Ministry of Health and the Ministry of Interior in developing agency specific standard operating procedures to prevent and respond to all forms of violence against children.
  • Provide support to the NASP and the Ministry of Interior to develop a regulation on psychocorrectional treatment programs for children who committed sex offences as it is envisaged in the Law ‘On protection of children from all forms of violence’.

Work Assignments Overview – Deliverables/Outputs – Timeline

  1. Provide support to the Ministry of Preschool and School Education and the NASP to finalize agency specific standard operating procedures (SOPs) to prevent and respond to all forms of violence against children – Finalized draft SOPs for the NASP1 (max.20-25 pages) and finalized SOPs for the Ministry of Preschool and School Education (preschool educational organizations) (max.20-25 pages) – 6 days home based in August 2024
  2. Provide support to the Ministry of Health and the Ministry of Interior to develop agency specific standard operating procedures (SOPs) to prevent and respond to all forms of violence against children. Draft SOPs for the Ministry of Interior (max.20-25 pages) and draft SOPs of the Ministry of Health (max.20-25 pages) – 9 days home based in September 2024
  3. Provide support to the NASP and the Ministry of Interior in developing a regulation on psychocorrectional treatment (MHPSS) programs for children who committed sex offences – Draft regulation on psychocorrectional treatment programs for children who committed sex offences – 4 days home based in October 2024
  4. Finalize the sector specific SOPs on prevention and response to all forms of violence against children for the NASP, the Ministry of Preschool and School Education, the Ministry of Health and the Ministry of Interior and a regulation on psychocorrectional treatment (MHPSS) programs for children who committed sex offences. Finalized SOPs for the NASP, the Ministry of Preschool and School Education, the Ministry of Health and the Ministry of Interior and a regulation on psychocorrectional treatment (MHPSS) programs for children who committed sex offences based on discussion and agreement with UNICEF and national stakeholders. Final consultancy report – 3 days home based in October-November 2024

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in Law and other Social Sciences
  • At least 8 years of practical experience, including international, in child protection, social protection and social work.
  • Knowledge of international standards concerning child rights and child protection.
  • Experience in developing regulations, SOPs and regulations for child protection and social services.
  • Excellent communication skills in Russian and good understanding of English.
  • Previous work experience with UNICEF highly desirable.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
