OVERVIEW OF THE FUNCTIONS OF THE POST

The post is within the Bureau of Financial Management (BFM), which is responsible for the overall financial planning, monitoring and reporting of the financial activities of the Organization and provides strategic advice on all financial management matters, accounting, treasury, budget, financial policies and procedures, as well as ensures adequate internal controls.

Under the overall supervision of the Chief Financial Officer, the incumbent works in close cooperation with all Sections across the Bureau of Financial Management, the Bureaus under the Administration and Management Sector, as well as the Bureau of Strategic Planning, and other Bureaus and Units as necessary, and is responsible for:

The role is responsible for maintaining the financial policy framework updated, including the relevant sections of the Administrative Manual, and for proposing/drafting appropriate changes to the Financial Regulations and Rules. The Sr Financial Policy and Compliance Officer will be responsible for supporting the CFO in coordinating policy development, including drafting and consulting on changes and updated. The incumbent will also be responsible for preparing/updating training materials as required.

The role is also responsible for maintaining the list of key financial risks and related key controls which form the cornerstones of financial internal controls. The role is further responsible for establishing related compliance metrics to be tracked, analysed, and reported on as part of regular second line of defense tasks.

Other responsibilities for the role will include:

• providing advice and decision making support to CFO BFM strategy, workforce planning, biennial planning and reporting on BFM financial performance;
• assisting the CFO with the coordination/management of various transversal BFM projects;
• drafting substantive documents relating to the full range of BFM policies/activities;
• coordination of the preparation of statutory documents prepared by BFM for the Executive Board/General Conference;
• elaboration and coordination of communications with AOs on all financial policy matters

REQUIRED QUALIFICATIONS

Education

  • Advanced University Degree (Master’s or equivalent) in finance, accounting, economics, law or a related field.

Work Experience

  • A minimum of seven (7) years of progressively responsible and relevant professional experience in finance, economics, accounting, corporate level policy, compliance with financial regulatory framework (e.,g. including certification of expenditures, budgetary controls, etc.), of which preferably three (3) years acquired at international level.
  • Demonstrated experience in researching, drafting policies and procedures and formulating related recommendations.

Skills and competencies

Solid understanding of:

  • budgetary and other financial processes, controls, reporting needs of UNESCO’s various stakeholders, both internal and external;
  • methodologies for establishing compliance metrics and reporting on these
  • accounting principles, set up of GL accounts, and transactions across all financial systems and data
  • results based budgeting and results based management principles, as well as project management structures
  • key risk management principles and internal controls that provide mitigation along with key reporting tools
  • key financial processes that have touch points with budget management (treasury liquidity management; split assessment mechanism; income/expenditure/reserves of revenue generating funds etc.)
  • Excellent written and oral communication skills.

Languages

  • Excellent knowledge of English or French and good knowledge of the other language.

DESIRABLE QUALIFICATIONS

Skills and competencies

  • Ability to prioritize work and handle multiple tasks within tight timelines.
  • Knowledge of UNESCO and/or United Nations financial regulations, policies, procedures and financial reporting practices is desired.

Languages

  • Knowledge of another official language of UNESCO (Arabic, Chinese, Russian and/or Spanish).

UNESCO’s salaries consist of a basic salary and other benefits which may include if applicable: 30 days annual leave, family allowance, medical insurance, pension plan etc.

The approximate annual starting salary for this post is 125 036 US $.
