ROLE PURPOSE:
Learning and Development (L&D) Officer will provide administrative and technical support to learning and development activities.
L&D Officer leads the preparation of L&D calendar and its timely update and L&D snapshot monthly reports. S/he will ensure that helpful links and tools are shared to staff and facilitates access to Learning Management System (LMS.) L&D Officer supports line managers with the performance and development review and maintains the performance management review tracker.
L&D Officer will conduct functional trainings to learning and development focal staff per offices and ensure L&D activities in all offices are aligned within SCI standards.
SCI is a ‘dual mandate’ organization and as such equal priority will be given to both humanitarian and development work. SCI strives to ensure the fundamental rights of children, such as survival, safety, constant access to protection and education can be guaranteed. As part of a commitment to working with children through humanitarian interventions SCI support programmes in both sudden onset and chronic emergency situations.
At times, given the context of Ukraine, the L&D Officer will be expected to work outside the normal role profile to reflect the elevated inputs required in responding to an emergency and be able to vary working hours accordingly.
KEY AREAS OF ACCOUNTABILITY:
- Provides administrative and technical support to team from induction activities to continuous learning initiatives
- Maintains the performance management tracker and ensure timely submission of performance feedback from line managers
- Collates feedback on development plan from performance tool and incorporate in the L&D plan
- Collaborates closely with CO, RO, HQ, HR network group, and different cluster groups on learning opportunities for the teams
- Ensures the following reports are timely updated and completed – L&D snapshot monthly reports, L&D tracker, and L&D calendar
- Reviews the L&D data entry in HR Oracle system and ensures timely entry/update and accurate information is entered in the system for the mandatory trainings
- Conducts functional trainings to learning and development focal staff per offices and ensure L&D activities in all offices are aligned within SCI standards, carry out facilitation sessions
- Works closely with teams to identify resource persons for learning activities and build pool of trainers in-country
- Contributes to organizational learning and enhanced capacity in planned learning intervention and activities by providing feedback to the team on things and areas that are to be improved
- Make use of all available policy, practice, checklists and guidelines (HR minimum standards, emergencies HR toolkits) and ensure Save the Children good practice in place

FOR EMERGENCY ROSPONSE

- During emergencies you should act to facilitate SCI’s emergency response process by prioritizing all actions under your responsibility in the areas of finance, logistics, programs and services.
- Be prepared to support SCI interventions in response to emergencies and can move anywhere in the country.
CHILD SAFEGUARDING
- Ensure program staff are providing all beneficiaries with ongoing and age-appropriate oral or written information in relevant languages about the Child Salvation Policy and Code of Conduct.
- Ensure that children’s activities are safe for children and that all steps are taken to ensure their meaningful and safe participation.
QUALIFICATIONS
- Education to bachelor’s level in a relevant subject or equivalent experience
EXPERIENCE
Essential
- 2 years or more of work experience with learning and development
- Prior NGO experience at management level within a complex country programme in emergency response/humanitarian environments
- Proven operational HR track-record – experience of providing different learning intervention support service to managers and staff
- Experienced in providing administrative and technical support to learning activities in different modes
- Excellent skills in handling and advising on complex people management issues
- Good attention to detail
- Understanding staff care for humanitarian staff, in particular approaches to welfare, stress, R&R and debriefing
- Good facilitation skills and ability to deliver induction briefing/training
- Strong communication (written and spoken), and interpersonal skills in English, with experience in managing multicultural teams
Preferable
- Business-coach certificate (School of coaches, business-coaches’ courses)
