to bring in modern and innovative technologies and formulate conducive policies in countries through piloting, adapting and scaling up of successful global practices to achieve sustainable agri-food systems transformation.

The project “Building a Resilient Churia Region in Nepal” (BRCRN) was approved by the 24th meeting of the Board of the Green Climate Fund (GCF) in November 2019 and is Nepal’s first full-size GCF project. FAO, as the nominated Accredited Entity (AE) for the project, is responsible to the GCF for implementation of the project and is also co-Executing Entity (EE) with the Ministry of Forests and Environment (MoFE) of the

Government of Nepal (GoN). The BRCRN project will be implemented in 26 critical river systems in the southeast region of Nepal, covering parts of Koshi, Madhesh and Bagmati Provinces, linking the Churia hills and upper Terai, and aims to promote widespread adoption of climate-resilient land use practices, confront the challenges of deforestation and forest degradation, better maintain the forest ecosystem in the Churia hills, and build resilience to climate-induced hazards.

In its capacity as co-EE, FAO will provide intensive technical support to develop capacity among relevant national, provincial and local institutions for project implementation following the principles of gender and

social inclusion, to ensure quality of the technical services provided through project implementing partners, and to provide technical advice to the project management team. A national Gender and Indigenous Peoples Specialist is sought to provide technical support on Gender and Indigenous People related matters to BRCRN project.

Reporting Lines

The incumbent will work under the overall supervision of the FAO Representative in Nepal, in close consultation with AFAOR (programme), overall technical guidance of Lead Technical Officer FAO RAP and direct supervision of National Project Manager, in close cooperation with the BRCRN National Project Director under MoFE, National Gender and Indigenous

People Specialist will undertake the below tasks:

Technical Focus

•    Provide technical support to the Project Management Unit (PMU) and Provincial Project Management Units (PPMUs) in implementing Gender Action Plans (GAP), Social Inclusion Management Plans (SIMPs) and Indigenous Peoples Plans (IPP) and obtaining Free, Prior, and Informed Consent (FPIC) during project execution.
•    Strengthen the capabilities of stakeholders for implementing GAP, SIMPs, IPPs and FPIC.
•    Monitor, document and report the performance of GAP, SIMPs, IPPs and FPIC implementation

Tasks and responsibilities

The National Gender and Indigenous People Specialist will be responsible for the following tasks:

Task 1: Provide

technical support to PMU and PPMUs in implementing GAP, SIMPs and IPPs and obtaining FPIC during project execution.

•    Review GAP, SIMPs, IPPs, FPIC handbook and other relevant guidelines and manuals of the project and improve as required
•    Develop approach and strategy to roll out the GAP, SIMPs, IPPs and FPIC
•    Support to integrate the GAP, SIMPs, IPPs and FPIC into program implementation procedures of the project
•    Develop field manual for facilitators and Local Resource Persons (LRP) to facilitate them in implementing Climate Resilient Sustainable Natural Resource Management (CR-SNRM) in an inclusive manner
•    Develop tools,

field handbooks, checklists and templates to integrate and implement GAP, SIMPs, IPPs and FPIC procedures during CERP interventions.
•    Provide onsite support to GASO/PPMU and CBOs/IPOs to roll out the GAP, SIMPs, IPPs and FPIC in each CERP intervention
•    Regularly update the list of Indigenous people’s organizations and Indigenous Peoples organization’s profile within the project areas and strengthen their engagement in obtaining FPIC
•    Provide support on any other tasks related to gender, social inclusion and indigenous peoples as assigned by the project manager.

Task 2: Support to strengthen the capacity of stakeholders to implement GAP, IPPs, SIMP and

FPIC procedures

•    Review the roles of stakeholders such as national, provincial and local level, networks organizations (FECOFUN, ACOFUN, AFFON, NEFIN, Himawanti) and CBOs and their potential roles in implementing the mitigation plans and prepare a pragmatic coordination and collaboration plan
•    Conduct meeting, joint monitoring, interaction and sharing workshops with FECOFUN, ACOFUN, AFFON, NEFIN, Himawanti for strengthening coordination and collaboration in implementing the mitigation plans
•    Develop an implementation plan and implement it to strengthen the capacity of different stakeholders in line with the need and referring to the capacity building activities mentioned in GAP, IPPs and SIMP

including ESMPs
•    Coordinate with similar projects, programmes, development partners and stakeholders at national and provincial levels to promote coordinated learnings and good practices in implementation of mitigation plans related to gender and indigenous peoples.
•    Provide orientation/training and other capacity building events to the gender focal persons including GASO, PMU/PPMU officials, Local Resource Persons (LRPs) and CBOs to make them familiar with the strategy, guidelines, manual and tools related to gender and indigenous peoples

Task 3: Carry out monitoring, documentation and reporting the performance of GAP, SIMPs, IPPs and FPIC implementation

•    Develop monitoring checklist, tools and procedures,

integrate it with program implementation procedures and provide onsite orientation to GASO, PPMU officials and CBOs to collect the information
•    Monitor on regular basis the implementation of the mitigation plans, review and compile the performance against indicators
•    Collect disaggregated data and update it in line with project monitoring and reporting framework and FAO and GCF reporting requirements
•    Provide advisory support to PMU and PPMUs for operationalization, proper documentation and reporting on implementation of Grievances Redress Mechanism (GRM) of the project
•    Develop communication materials, case studies, best practices, articles related to gender and social inclusion, women leadership,

indigenous peoples and disseminate using appropriate channels
•    Support knowledge management and communication specialist to document gender & social inclusion local/indigenous knowledge, practices and skill in SNRM
•    Ensure quality of the documents related to indigenous peoples, gender and social inclusion translated into Nepali/English language

Liaison with the OCC will be maintained, either directly or through an agreed focal point/coordinator, to ensure compliance with OCC standards, appropriate review and clearance processes.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements  

•    Masters in Sociology/Gender Studies/Rural development/forestry/agriculture and other related subjects
•    Minimum 7 years of work experience in advisory and technical service delivery on social safeguards, indigenous peoples and gender mainstreaming.

   Working knowledge English and Nepali language is required (both spoken and written).
•    National of Federal Democratic Republic of Nepal
