Countries with strong institutions prosper by creating an environment that facilitates sustainable growth, reduces poverty, delivers valuable services, and earns the confidence of its citizens. The ECA Governance Program has the following business-lines: • Domestic Resource Mobilization Governance Practice engagements include diagnostics, technical assistance, and advisory services; learning, innovation, and knowledge management; preparation of financing operations and provision of project implementation support, monitoring and reporting. An important part of the Governance Practice’s responsibilities is to deliver operational support to other Practices, including through inputs for policy-based operations, hands-on implementation advice, and direct fiduciary due diligence of investment financing. Center for Financial and Sustainability Reporting Reform The mission of the Center for Financial and Sustainability Reporting Reform (CFSRR) is to “Build strong institutional frameworks and develop capacity in financial and sustainability reporting to support private and financial sector development, public sector performance and accountability, sustainable growth, and shared prosperity on a livable planet.” CFSRR provides advisory services, undertakes diagnostics and analytical work, manages peer learning networks and delivers training across six business lines: • Corporate Financial Reporting CFSRR will gradually expand to include Central Asian countries. Duties and Responsibilities The Program Assistant will work under the supervision of the Governance Practice Manager as part of the CFSRR team. Duties and responsibilities will include, but not be limited to, the following: • Support CFSRR administrative needs: prepare and coordinate staff meetings, taking minutes and following up on relevant next steps; provide logistical support for meetings, inputs for briefs, monitoring and following up on priorities; manage operational requests such as office supplies, product design and printing, staff directory changes, email distribution lists, visitor’s passes; undertake procurement of supplies, equipment and services following the World Bank corporate procurement policies; facilitate hiring of consultants and firms and coordinate invoicing; manage travel arrangements for consultants and submit travel expenses, processing in the Bank’s Travel System; follow up with vendors, collecting invoices and processing payments for all the above services. • Work with the other Program Assistants to support Bank systems: manage time recording, leave calendars, and serve as a back up to TRS and LARS coordinator.
Selection Criteria
• Minimum Education/Experience: bachelor’s degree with 5 years of relevant experience, or equivalent combination of education and experience. • Demonstrated ability to work independently, respond to, and deal effectively in diverse situations with good judgment, discretion, and diplomacy in handling confidential and sensitive matters. Fluency in Russian or BCS languages is desirable. Competencies • Technology and systems knowledge – Demonstrates advanced knowledge and experience working with Microsoft office applications (Excel, PowerPoint, Word, etc.). Has ability and willingness to maintain up-to-date knowledge and skills as technology. Is willing to stretch own capability. Demonstrates motivation to avail and adapt oneself to effecting change. Ability to practically apply and guide others in policy application. • Multitasking and proactiveness – Ability to work with different requests from internal and external clients, meeting deadlines and providing quality work of all tasks requested. Being proactive and addressing issues before they present.
