Duties and Responsibilities

The OzonAction Compliance Assistance Programme (CAP) operating under the United Nations Environment Programme (UNEP) in West Asia is providing policy and technical support to West Asia (WA) Member States in complying with the Montreal Protocol (MP) for the phase out of ODS.

At its 86th meeting in Nov. 2020, the Executive Committee approved a request submitted by UNEP as the lead agency for stage I of the HPMP for Syria for the period from 2020 to 2025.

The ExCom-86 also approved the first tranche of stage I of the HPMP. Subsequently, the second tranche of Stage I of the HPMP was approved by the ExCom at its 91st meeting in December 2022, UNEP As part of the overall objective of achieving compliance with the HCFC phase-out targets of the Montreal Protocol, and pursuant to the Executive Committee’s decision, UNEP’s OzonAction Compliance Assistance Programme in West Asia is seeking to recruit a local expert to provide technical and policy support to the National Ozone Unit (NOU) and HPMP team in Syria for the effective and timely implementation of the second tranche of the HCFC Phase-out Management Plan (HPMP) Stage I.

Specific Tasks and Responsibilities: 1- Development and Implementation of Activities: – Assist in policy development by reviewing and analyzing issues and trends in all sectors.

– Support the organization of training workshops for enforcement officers in local governments. – Provide technical advice for consultative and other meetings, including proposing agenda topics, identifying participants, and preparing documents and presentations. 2 – Consulting Assignments: – Collaborate with the NOU and HPMP team to develop and implement action plans.

– Provide technical advice on developing the electronic licensing system tailored to local conditions. – Advise on updating national standards and codes related to HCFCs, including specifications for safety and environmental requirements for RAC systems, refrigerant designation and composition, refrigerant containers, labeling, and recovery and reclamation of refrigerants.

– Facilitate the organization of workshops for training and certification of technicians in different servicing sub-sectors on good servicing practices. – Provide policy and technical advice for promoting national codes of practice, including a technical awareness campaign for large end-user sectors (government, industrial, and commercial buildings).

3 – Monitoring and Analysis: – Monitor and analyze project implementation progress. – Review relevant documents and reports, identify problems and issues to be addressed, and propose corrective actions.

– Liaise with relevant national parties and track follow-up actions. – Support activities related to budget and funding, and submit required progress reports against agreed milestones and financial statements.

Qualifications/special skills

Academic Background: – University degree in Mechanical or Chemical Engineering, Environmental Management, or a related field.

Work Experience: – Minimum of 15 years in managing and implementing national-level projects in the environment sector. – Proven ability to liaise and coordinate with national stakeholders and conduct consultation meetings and events.

– Experience in implementing Montreal Protocol Projects and promoting long-term alternatives, particularly HPMP projects (desirable). – Experience in the ODS-using sector, including Refrigeration and Air-Conditioning (desirable). Skills: – Excellent analytical skills. – Proficiency in computer skills, report writing, and Excel.

Languages
Fluency in English and Arabic is required.
