To lead quality assurance in programs of all types and funding streams through management of an effective team to contribute to innovation application of learning and DME results, influence of the ministry of WVDRC towards achievement of the strategy objectives and child well-being outcomes.

This position will provide leadership and technical oversight in the measurement of programs and strategy; will ensure that Monitoring and Evaluation (M&E) systems are developed and utilized and the WV Development Programming Approach is strengthened and implemented across WV Democratic Republic of Congo (DRC) programming. Quality Assurance Director will also lead a process of the DRC new strategy development (FY26-FY30) as well as successful integration of Our Impact, Our Story (OIOS) in it. Consistent and credible impact measurement and reporting (especially under the Annual Impact Measurement) and efficient transition from Horizon to the iMPAQ data platform will be among top priorities of the role holder.

KEY RESPONSIBILITIES:

Leadership:

  • Lead the development, ongoing refinement, monitoring, tracking and reporting of WV DRCs Strategy including Technical Programs.
  • Lead the development and implementation of a comprehensive overall monitoring and evaluation system, including performance indicators and benchmarks in the National Office to ensure transparency and accountability in compliance with overall strategic direction.
  • Lead the processes of change management and cultural shift within the area of Program Quality Assurance & Impact Reporting necessary for successful realization of the Our Impact, Our Story initiative, transition to simplified LEAP and new/revised data platforms (including iMPAQ)
  • Support management and accountability through providing routine, accurate collection and reporting of data/information that confirms status of program activities based on logframes and M&E frameworks.
  • Develop the quality control systems and mechanisms needed to guarantee proper management of information and data.
  • Ensure all programs, regardless of funding sources have high-capacity M&E staff, ability to manage reporting, evaluation and knowledge management.
  • Facilitate and support effective matrix relationship/cross functional teams to assure mutual accountability for program performance and effectiveness between implementation and quality assurance teams across all funding streams.

Strategy:

  • Provide technical oversight and leadership in National Office (NO) strategy alignment with Partnership Our Promise 2030, including technical program roll-out, simplified LEAP adaptation, vulnerability mapping.
  • Provide technical leadership for the FO new strategy development via cross-functional consultation to ensure that a new strategy builds well on the internal and external context analysis, donor and partner mapping results as well as integrates the OIOS Impact Frame in the context relevant manner.
  • Facilitate the need driven, consistent strategy review process via regular cross functional consultation in order to identify gaps and timely address them as well as celebrate and nurture achievements.
  • Guide the cascading of the strategy with particular attention to simplified LEAP and Technical programs to program and project levels.
  • Lead consistent generation of strategic evidence of impact building on data from various program/project results and transforming them into WV DRC story of transformation per OIOS Themes, strategic sectors, SDG etc.
  • As per Partnership guidance, report on OP2030 strategy alignment and report on WVDRC Strategy achievements.

Program Development:

  • Collaborate with GAM and technical teams to support them with resource acquisition via creating or modifying available evidence of impact to integrate in new proposals and other external engagement initiatives.
  • Leverage various reach and impact data to contribute to the development of capacity statements

Technical:

  • Lead the process of improving the technical depth and technical quality of WV DRC programs in priority sectors.
  • Conduct on-going capacity assessment of M&E capacity within all programs across all funding streams
  • Develop capacity building plans and implement on yearly basis based on capacity assessment.
  • Develop and ensure effectiveness of DME systems and project performance frameworks (in collaboration with IPD) in measuring and tracking technical quality in program implementation and results.
  • Build and contribute towards the development and application of evidence-based approaches and program models aligned to WV DRC strategy.
  • Monitor program performance (grants, ADPs, PNSF) in terms of achievement of targeted results and contribution to child well-being.
  • Ensure program implementation staff are aware of and comply with all donor/WV technical programmatic standards and requirements through developing and maintaining appropriate monitoring and support systems.
  • Ensure all technical and programmatic reports are submitted on time, meet quality expectations, and are appropriately documented.
  • Develop and document key innovations to effectively manage the programmatic knowledge-base of WV DRC.
  • Ensure support for program quality throughout the life cycle of Area programming and non-sponsorship programmes and align team capacity development responsive to relevant needs.
  • Manage WV data systems and platforms (including but not limited to iMPAQ) to ensure that close to real time data is always available in a timely and quality manner
  • Lead the successful transition to the simplified LEAP in local context relevant way
  • Facilitate the successful transition from Horizon to iMPAQ platform
  • Lead the FO preparation for the scale up of the Annual Impact Measurement (AIM) and coordinate all the necessary processes to make it business as usual
  • To provide leadership and coordination in WV DRC learning processes for the purpose of achieving greater accountability of operations, improve programme quality

Innovation and Learning:

  • Lead planning of innovative operations research and programming interventions.
  • Assist in the identification of cutting-edge, research-based program assessment, design, monitoring & evaluation methodologies and models.
  • Coordinate regular program review meetings to facilitate dialogue and learning on project/program Implementation.
  • Keep abreast of DME best practices through ongoing research and learning.
  • Promote the replication of documented best practices among the Zonal Offices, grants and Area Programs.
  • Disseminate and promote the utilization of key research and case studies

Program Quality & Impact:

  • Ensure due understanding and application of the WV indicator custodianship principles
  • Introduce and/or update off-system data quality assurance protocols and practices to ensure integrity and credibility of generated evidence of impact
  • Facilitate the alignment with donor required quality standards in close collaboration with the IP team and GAM

KNOWLEDGE, SKILLS & ABILITIES:

This is a senior position that requires a person who can constructively and confidently engage WV External Offices such as Southern Africa Regional Office (SARO), Africa Region, Global Center including the Technical Services Organisation, Support Offices (SOs) and Major donors and other stakeholders.

The ideal candidate must posses:

  • A Master’s Degree from a recognized University in a relevant discipline such as Social Science, Public Health, Management, International Development, Agriculture or related field.
  • 5 years experience in working with International NGOs with relevant community development with at least 3 years direct program management experience.
  • Mature, committed Christian who is able to lead and inspire others.
  • Ability to engage with governmental, NGO and other senior leaders on issues of justice, child rights and development and maintain effective partnerships.
  • Excellent relationship building and people management skills.
  • Excellent community development & project management skills and thorough understanding of LEAP, the Development Program Approach and M&E Partnership frameworks.
  • Good understanding of data analytics, quantitative and qualitative research methods
  • Demonstrated experience of designing data collection and analysis frameworks with relevant sampling strategies
  • Excellent supervision skills, including training, mentoring and supporting staff.
  • Excellent understanding of monitoring systems, data collection tools and measurement processes, and vision for how to integrate them under a comprehensive National Office monitoring system.
  • Cross-cultural sensitivity, flexible worldview, and ability to work with a wide range of people from different backgrounds.
  • Strong understanding of WVs field operations.
  • Initiative, ability to motivate others, establish joint accountability and drive excellence.
  • Fully bilingual English (written/spoken) and French (spoken).

Working Environment/Travel:

  • Work environment: Office-based with frequent project level travel.
  • Travel: 30 % Domestic/international travel is required.
