Deputy Program Manager, Integrated Early Childhood Development (IECD)

Where you come in:

As the Deputy Program Manager for our Integrated Early Childhood Development (IECD) program, you will be engaged in a full-time contractual role based in Port Vila, Vanuatu.

Utilizing your technical proficiency, project management background, and adept relationship-building abilities, you will assume a leadership position in supporting the Program Manager to oversee and supporting project implementation across our project sites in Shefa and Sanma Provinces.

Your responsibilities will extend to guiding, supporting, and mentoring a committed team. Your pivotal role will contribute significantly to enhancing the welfare of children and vulnerable communities in Vanuatu, encompassing office operations, project management, budget oversight, team leadership, and the provision of technical guidance.

You will make an impact by:

  • Program Management:
    • Assist the Program Manager in developing and maintaining detailed project plans.
    • Oversee the implementation of project activities, ensuring adherence to project goals and objectives.
    • Support the monitoring project progress and adjust as necessary to ensure successful completion.
    • Support and coordinate with local partners, stakeholders, and government agencies to ensure effective implementation and sustainability of project activities.
    • Facilitate regular communication and coordination meetings with project teams and stakeholders.
  • Budget Management:
    • Assist in managing project budgets, ensuring proper allocation and utilization of resources.
    • Oversee the procurement and distribution of project materials and supplies.
  • Technical and Quality Assurance:
    • Support the monitoring plan for the program activities and provide constructive and practical technical advice for program quality improvement.
    • Continuously assess program technical and/or quality assurance capacity building needs and work with the Program Manager to ensure these are addressed.
    • Input into TORs for external and short-term technical advisers.
    • Contribute to the development of technical guidelines, tools, and materials to ensure field staff are adequately supported to implement high-quality activities.
    • Maintain strong relationships with government and other relevant stakeholders on the program.
  • Stakeholder Engagement:
    • Work collaboratively with key project stakeholders at different levels, including the Ministry of Education and Training, Ministry of Health, other concerned government agencies, non-government organizations, local NGOs, and other service providers to facilitate the implementation of the IECD program.
    • Represent Save the Children in appropriate and relevant forums or conferences related to the IECD program.
    • Ensure program partners have partnership agreements in line with Save the Children requirements, including those for child safeguarding.
  • Health, Safety, Security, and Risk Management:
    • Be a role model for safety and security, including complying with all safety instructions and training given at the workplace.
    • Act in a safe manner at all times, including complying with all safety instructions and training given at the workplace.
    • Participate in and contribute to health and safety awareness and improvements.
    • Report all incidents, injuries, and potential hazards in a timely manner.
    • Be aware of, and consider, the risks associated with your team’s everyday work and ensure appropriate mitigation measures are applied.
    • Ensure staff have completed all required training and have up-to-date background and working with children checks.
    • Lead and promote a culture of strong governance, promoting employee health, safety, and security, and operational risk management.
  • Child Protection and Safeguarding Requirements:
    • Maintain a child-safe environment at the workplace and safeguard children’s rights, always acting in the best interests of children.
    • Comply with the Child Safeguarding Code of Conduct and child safeguarding and protection policies and standards.
    • Demonstrate the highest standards of behaviour towards children in both your private and professional life.
    • Never abuse the position of trust that comes with being a part of the Save the Children family.
    • Maintain a safe and positive relationship at all times when working with children and young people.
    • Respond to any concerns for the safety or wellbeing of a child in a program in accordance with internal reporting processes.
    • Ensure staff have completed background checks and are trained in child safeguarding in line with organizational and program requirements.

  • Excellent communication skills, both written and verbal, with the ability to present complex ideas in a clear and concise manner.
  • Strong organizational skills and ability to manage multiple priorities effectively.
  • Problem-solving, decision-making, and the ability to analyze situations and make informed decisions.
  • Understanding of the local context, including cultural, social, and economic factors, is essential.
