The United Nations Integrated Office in Haiti (BINUH) operates as a strategic entity focused on strengthening Haiti's governance and institutional frameworks while promoting peace and stability. BINUH coordinates international support and facilitates collaborative efforts among Haitian stakeholders to address critical challenges in security, rule of law, and democratic processes. Setting and Reporting
• Produces analysis on thematic issues related to economic development, election and security, paying particular attention to the linkages between the political, economic and business sectors.
• Builds and maintains relationships with key political and civil society stakeholders in the country and develops multi stakeholder partnerships in support of the Mission’s strategic goals. • Incorporates an integrated approach that includes a rights-based dimension, conflict prevention sensitivity, and a gender perspective into the policy, planning and operational activities of the unit.
• Drafts clearly and succinctly in preparing briefing notes and talking points and/or speeches and provides continuous guidance and advice to senior staff on political, social, economic and outreach issues; manages, coordinates, organizes and supervises research on a variety of political issues in Haiti; is able to edit and to work with the team in producing high quality analysis and other written products.
• Leads and directs a work team; plans and allocates work assignments; coaches, mentors, and evaluates staff; participates in recruitment and selection of new staff and in the development of training programs.
• Formulates the programme of work, budget and medium-term plan of the Political Team and participates in the overall approval of the programme of work, and administrative matters concerning the Political and Good Governance Unit. • Analyses trends and dynamics related to border issues and monitor political and socio-economic developments.
• Coordinates and exchanges information with UNODC, UN organizations and other regional organizations to inform SRSG’s good offices on issues related to border management, and criminal activities, including illicit trafficking and diversion of arms.
• Performs other related duties as required.
Planning and Organizing: Develops clear goals that are consistent with agreed strategies; Identifies priority activities and assignments and adjusts priorities as required; Allocates appropriate amount of time and resources for completing work; Foresees risks and allows for contingencies when planning; Monitors and adjusts plans and actions as necessary; Uses time efficiently.
Accountability: Takes ownership of all responsibilities and honours commitments; Delivers outputs for which one has responsibility within prescribed time, cost and quality standards; Operates in compliance with organizational regulations and rules; Supports subordinates, provides oversight and takes responsibility for delegated assignments; Takes personal responsibility for his/her own shortcomings and those of the work unit, where applicable.
A first-level university degree in combination with two (2) years qualifying experience may be accepted in lieu of the advanced university degree.
Experience working in field operation (inclusive of peacekeeping, political missions and UN agencies, funds, and programmes) – or similar international or non-governmental organization- in a conflict or post-conflict setting is required.
Previous experience in monitoring political developments and criminal activities in border areas is desirable. Experience working to support political processes in a transition setting, including providing political facilitation directly with the parties in conflict is desirable.
For the position advertised, fluency in English and French (both oral and written) is required. Knowledge of Spanish is desirable.
