Tasks and Responsibilities:

Under the supervision of the Project Manager and the Associate Project Officer the consultant will be tasked with the following:

1.Design an SBD focused on the applicability and use of international law in state-to-state relations in cyberspace. The scenario will specifically need to underline and promote the usage of the international framework for responsible state behaviour in cyberspace.
2. Develop and provide supporting materials needed to facilitate the SBD.

Necessary Qualifications:

• First level university degree in international law, international relations, international security or other related fields, or specialized training in international law and cybersecurity with professional certification;
• Minimum of five (5) years of professional experience at national and/or international level in cybersecurity policy or cyber diplomacy;
• Expertise in international law, specifically the application of international law in cyberspace;
• Previous experience in designing and developing scenario-based discussions;
• Previous experience in international capacity-building assistance, with the OSCE or other international organizations would be an asset;
• Excellent knowledge of English, including excellent communication and drafting skills;
• Demonstrated gender awareness and sensitivity, and ability to integrate a gender perspective into tasks and activities.
