JOB DESCRIPTION

Org. Setting and Reporting
This position is located in the United Nations Interim Force in Lebanon (UNIFIL), Naqoura. The incumbent will report directly to the Chief Supply Chain Management, in the Supply Chain Pillar of Mission Support Division.
Responsibilities

Within delegated authority, the Chief of Unit, Movement Control will be responsible for the following duties: – Manages and supervises the activities of the Movement Control Unit. – Ensures the provision of reliable, cost effective and efficient movement control services for the transportation of passengers and cargo (including dangerous goods requiring special handling) within a field mission.

– Provides technical advice to the military, substantive and support elements on all aspects of movement operations.

– Ensures the provision of efficient movement control support for the integrated search and rescue operations for UN transport assets and other transport assets upon request. – Supervises the preparation of operational plans, performance reports and responses to internal and external audit observations. – Develops and implements standard operating procedures for the movement control related processes. – Ensures that quality control procedures are implemented for all work processes.

– Ensures the accuracy and validity of data recorded in the management information systems.

– Develops, in consultation with the Chief, Supply Chain Management, cost-effective and efficient transport plans, accessing the modalities of different means of transport, examining the costs and benefits of outsourcing transport functions and their feasibility in operational terms. – Evaluates short-term aviation, sea and surface transport contracts. – Liaises with UN agencies, government and non-government organizations, intergovernmental agencies and vendors for the provision of transport support.

– Reviews and monitors budget proposals for the field mission’s movement control operations.

– Coordinates the requisition process with purchasing authorities to ensure that bidding approval activities meet required timetable. – Reports on and defends the budgetary performance of the Movement Control Unit at the end of each financial period. – Determines technical specifications for movement control services and develops statements of work/requirements. – Provides responses to UNHQ during the vendor’s evaluation to ensure that vendor’s proposals meet technical requirements.

– Acts as a Certifying Officer for the movement control budget with the overall responsibility for the efficient use and accurate accounting of all resources controlled and all expenditures made by the Movement Control Unit.

– Ensure that UN financial regulations and rules are complied with in all activities of the Movement Control Unit. – Develops the Movement Control Unit staffing table and acts as a Line Manager to Sub-Unit Managers, recommends staff appointments and promotions.

– Supervises the personnel management and evaluates staff performance of the Movement Control Unit. – Develops and implements the Movement Control Unit Training Plan. – Performs the role of inbound coordinator for updating of all goods receipt in the ERP system (Umoja/SAP).

– Actively participates in the Local IBP meetings planning by, among others reporting inbound deliveries status and providing detailed review of transportation requirements and the possible consolidation thereof. – Performs other roles and activities assigned to MOVCON under the DOS OSCM introduced Transportation Management.

– Performs other related duties as required.

Education
High school diploma or equivalent is required.
Job – Specific Qualification

Dangerous Goods training and related certification is required. Technical or vocational certificate in the logistics planning, coordination and control of at least two (2) modes of surface and air modes of transportation is required.

Work Experience

A minimum of 12 years of progressively responsible experience in movement control operations, multi-modal transportation, logistics management or a related field, is required.

The minimum years of relevant experience are reduced to 7 years for candidates who possess a first level university degree. Five (5) years experience in a supervisory position directly related to the coordination of complex transport operations in the international environment is required. Experience in quality management is desirable. Experience in international operations in a post conflict environment is desirable.

Languages

English and French are the working languages of the United Nations Secretariat.
