Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. An 18 months fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

The entry level salary for this position is 30690 (JOD) yearly.

Introduction

The project “Jordan Just Transition” aims to facilitate a sustainable and inclusive transition towards a green economy, ensuring that no one is left behind.

The project focuses on promoting environmentally sustainable economies by creating decent work opportunities and fostering inclusive growth. This transition is driven by the principles of equity and inclusivity, ensuring that the social and economic impacts of climate change mitigation and adaptation are addressed.

The project includes stakeholder engagement, social dialogue, and robust company practices to optimize social, economic, and employment impacts on the journey to net-zero emissions and environmental sustainability​​.

Key components of the project include the development of a just transition framework based on the International Labour Organization’s Just Transition Guidelines.

This involves creating policies that incentivize carbon-saving economic activities while discouraging carbon-intensive ones. Additionally, the project highlights the importance of public-private partnerships, extensive stakeholder involvement, and the mobilization of long-term development finance to support the structural changes needed for a green economy.

By addressing both the risks and opportunities of the transition, the project aims to ensure a fair distribution of benefits and to support communities and local economies reliant on unsustainable practices​​.

Reporting lines

The position will report to the ILO Jordan Country Coordinator, with technical backstopping and guidance provided by the Just Transition Specialist in the Decent Work Team Beirut.

 

Description of Duties

1. Review and analyse Jordan specific development plans and priorities, socioeconomic data, reports and other relevant information related to Just Transitions.

Identify potential technical cooperation areas and provide written analysis on the findings to the Country Coordinator.

2. Work in close collaboration with the stakeholders including Just Transitions Specialist at ROAS and suppliers to design and revise project annual work plans, as well as preparation of the budget proposal, considering different approaches and alternative methods, management, problem identification and problem resolution, especially for the parts of the project supporting the institutional and capacity development of constituents, government agencies, line ministries, and social partners. Promote the inclusion of gender equality and non-discrimination in all aspects of the project.

Review, verify and analyse work plans, progress and final reports and other data for clarity, consistency and completeness, and monitor the progress of project activities.

Follow-up on delayed documents, clarify information, and answer questions about clearance and processing requirements to support successful completion of agreed activities with implementing partners.

4. Follow-up with relevant technical officers with counterparts in organizations and line ministries at national level, partner and executing agencies, government offices, constituents and in other organizations to expedite implementation and meet targets.

Identify partners for collaboration in the implementation of the project.

5. Coordinate and support the country colleagues working on decent work, resource efficiency, and enterprise development linked to just transition.

In collaboration with the Country Coordinator, establish and maintain close links with relevant partners including Government bodies, Workers’ and Employers’ Organizations at national and sector level, research and academic institutions including other UN agencies, and donors active in the area of climate and environmental policy;

Assist in the programming and control of resources of the project, prepare budget estimates and expenditure forecasts by analysing and monitoring situation of resources as compared to planned activities and making recommendations to the Jordan Coordinator and Just Transitions Specialist for remedial action.

Identify problems and propose solutions and actions.

8. Provide programming and administrative support to cooperation activities in the area of Just Transitions. Actively participate in and provide inputs to all project engagements and requests from the Country Coordinator and the Just Transitions Specialist.

Assist in drafting the Terms of Reference for the Project’s assignments;

9. Participate in the preparation and conduct of conferences, seminars, workshops, training sessions, and consultative meetings. Act as interpreter and participate in policy dialogue and technical consultations.

Draft speeches and meetings minutes on behalf of the Country Coordinator and Just Transition Specialist. Speak on behalf of the Project when attending these gatherings alone. Undertake missions to project sites independently or accompanying others.

Brief ILO specialists, project experts, associate experts and visiting officials and provide relevant information on project matters. Collect the required information and prepare drafts edit, or translate into local language news, press releases, official correspondence, statements and speeches and other public information materials in English, and in Arabic; translate such information into English and Arabic as appropriate for use by ILO officials and tripartite constituents, and for placement of such information on the Project’s on-line resource sites as applicable.

Compile relevant project materials to promote knowledge sharing within office, with UN, donors and media; promote ILO policies regarding child labour through advocacy and awareness raising campaigns. A particular attention should be given to human-centered stories.

12. Lead in the preparation of briefs, background information, technical reports and periodic progress reports and statistical data on status of the overall activities of the Project for the line manager, just transition specialist, regional office, and the donor.

Perform other duties as may be assigned by the by the direct line manager and Just Transition Specialist.

Required qualifications

Education

First level university degree in economics, public policies, development studies or a relevant field.

An advanced degree on studies on labour economics would be a strong advantage.

Experience

At least one year of professional experience at the national level in the area of project management, implementation, monitoring and evaluation within green jobs, climate change and national or international climate policy development.

Proven experience in working effectively with government bodies in charge of policy making and with development partners would be an asset.

Technical requirements: Good knowledge of Just Transitions, as well as environmental governance.

Knowledge of the policy making process.

Languages

Excellent knowledge of English and Arabic.

Competencies

  • Knowledge and experience with climate policy development, green job creation, and Nationally determined contributions (NDC) development.
  • Knowledge of programme and budget, project administration, and evaluation concepts and procedures, and of the mandate and structure of labour market institutions in Jordan.
  • Knowledge of the office’s financial rules and regulations.

 

  • Good knowledge of the context and challenges for the project areas of expertise.
  • Strong analytical skills and ability to justify requirements and approaches to problem resolution, and good drafting skills.

  • Ability to communicate effectively both orally and in writing.
