Background:

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.
UN Women Regional Office for the Arab States (ROAS) works to promote the implementation of the women, peace, and security agenda as guided by UN Security Council resolutions 1325 and subsequent resolutions.

UN Women ROAS partners with governments, civil society organizations, female leaders and activists, and communities in conflict areas to promote and ensure women’s active role in peacebuilding, as well as the protection of their rights and persons during conflicts.

UN Women ROAS supports efforts to build sustainable peace through targeted interventions supporting women’s engagement and influence in peace processes across the region. This is achieved through direct support to women and to key actors – including mediators and their teams – engaged in peace processes in Iraq, Libya, Syria, and Yemen.

ROAS also supports building the capacity of UN Women country offices on gender-responsive humanitarian action. This includes providing technical advice to country offices on ways to strengthen architecture and accountability on gender equality in humanitarian country teams (HCTs).

Against this backdrop, UN Women ROAS will support multi-year WPS and humanitarian programmes that are being implemented regionally in cooperation with country offices.

To ensure sound and efficient management of resources as well as timely fulfillment of programmatic and operational commitments as per UN Women rules and regulations, ROAS will hire a Programme Management Support Analyst to support the growing WPS and HA portfolio.

Under the guidance and direct supervision of the Regional Women, Peace, Security & Humanitarian Action Advisor (WPS-HA), the Programme Management Support Analyst contributes to the effective management of UN Women WPS-HA programmes by providing technical, administrative, and financial support to the whole portfolio.

The Programme Management Support Analyst is responsible for providing substantive technical, financial, and administrative guidance; coordinating donors’ contributions, agreements, and financial reports; and coordinating and supporting the operations of the WPS-HA Portfolio on corporate applications, including Quantum, the Programme Grants and Management and System (PGAMS) and UNall.

The Programme Management Support Analyst is expected to work in close collaboration with the programme and operations team at the Regional Office of Arab States and, where appropriate, liaise with colleagues at country offices, UN Women HQ, other UN agencies, and other relevant counterparts.
Key Functions and Accountabilities :

Reporting to the Regional WPS-HA Advisor and working closely with the WPS-HA team, the Programme Management Support Analyst is expected to provide outstanding and substantial work and support on the following core functions:
Provide technical, financial, and administrative guidance to the work of the WPS and HA portfolio.
•     Provide support to the Regional Adviser and the WPS-HA portfolio to ensure that programme implementation, from inception to closure, is compliant with corporate guidelines and requirements.
•     Provide expertise and advice on technical, financial, and administrative processes, in line with UN Women corporate guidelines and requirements.
•     Monitor progress and implementation of programme activities and finances using results-based management tools.
•     Provide substantive inputs to programme and project proposals by developing and reviewing their budgets and workplan.
•     Keep track of the portfolio’s budgeting, monitor the expenditure of funds for all relevant programming, and recommend budget revisions as needed.
•     Review, verify, and ensure compliance with programme, partners, and donors’ financial reports.
•     Support the smooth implementation of audits both internally and with partners and ensure that the audit recommendations are being implemented and followed up on.

Provide inputs to the management of programme, project, and finances of the WPS-HA portfolio.
•     Oversee the operational activities of the WPS-HA portfolio, including finance, human resources, transport, IT, security, and administration, in compliance with UN Women rules, regulations, policies, and procedures.
•     Provide substantive inputs and oversight on procurement processes.
•     Liaise in a timely manner with the Operations Manager at ROAS and, as appropriate, at UN Women HQ to seek relevant advice, obtain approvals, and take follow-up actions.
•     Lead the annual audit process on behalf of the WPS-HA portfolio, ensuring that corrective actions for audit findings, both internals and at partner level, are taken swiftly.

Follow up on donors’ contributions, agreements, and financial reports. 
•     Record donor contributions and pledges committed, received, and to be received, liaising with the Finance Section for submission on corporate applications.
•     In coordination with the Regional Adviser, ensure the swift application and receipt of donors’ contributions.
•     Establish, review, and update programme budgets and workplans in line with donor contributions, monitoring them throughout the programme implementation.
•     In coordination with the Regional Adviser, review all relevant donor agreements to ensure compliance with corporate guidelines ahead of final approval.
•     Liaise with the Finance Section for requests for preparation of donor reports and review and comment on draft reports provided prior to finalization.
•     Submit timely financial analysis and information for preparation of donor reports, including financial analysis, updates, or projections as requested.

Coordinate and support the operations of the WPS-HA Portfolio on corporate applications.
•     Provide expertise on corporate applications related to programme, project, and financial management.
•     Coordinate the creation and maintenance of partner and donor agreements.
•     Coordinate and, where appropriate, submit relevant documentation related to programme and project management, donor agreements, and results-based management financial reports.
•     Support the Regional Adviser in maintaining and keeping track of the WPS-HA portfolio’s internal and external deadlines.
•     Offer availability to attend training courses on relevant corporate applications and update the portfolio where relevant.

Support knowledge building and information sharing.
•     Represent UN Women in meetings related to programme delivery and operational functions.
•     Identify best practices and lessons learned to guide programme implementation and monitoring.
•     Provide training to the WPS-HA team on Quantum.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organisation.

Recruitment Qualifications

Education and Certification:

•     Master’s degree or equivalent in business administration, management, political administration, finance, information management, accounting, human resources, law, gender equality or a related field is required.
•     A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
•     A project/programme management certification would be an added advantage.

Experience:

•     At least 2 years of progressively responsible work experience in programme and project management and/or technical and financial support coordination is required.
•     Experience in supporting the implementation of programmes, projects, and initiatives in the humanitarian/development/peace sector is desirable.
•     Experience in budget and financial management, including via using ERP applications or similar tools is desirable.
•     Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required.
•     Experience working with the UN is desirable.

Languages:

•     Fluency in English and Arabic is required.
•     Knowledge of another official UN language is desirable (French, Arabic, Chinese, Russian or Spanish).
