The position is based in the Eastern Africa Division of DPPA-DPO. The incumbent will support the Personal Envoy of the Secretary-General (PESG) for Sudan. The Personal Envoy leads good offices and political engagement with Sudanese, regional and international stakeholders to enhance efforts to end the Sudan conflict and relaunch a credible political process, aiming for greater coherence, coordination and integration of the various mediation initiatives. The Political Affairs Officer will report to the Principal Political Affairs Officer/Head of Office.
The position is based in Addis Ababa.
Within the limits of delegated authority, the Political Affairs Officer will be responsible for performing the following duties: • Participates in the discussion and formulation of political and technical strategies in the field.
• Reviews and monitors activities in the country or region assigned; assesses trends and developments which might affect the political and operational situation and their impact on relevant peace operations. • Analyses political and other events in assigned area and monitors, analyses and reviews political, policy and cross-cutting issues related to peace operations, with a view to provide early warning advice to Director, ASG/USG or Head of Mission.
• Prepares reports on matters of concern to the Assembly, or other bodies drafts notes, background papers, talking points and other correspondence for senior UN officials as required.
• Meets regularly with counterparts in the Department of Political Affairs, DPO, UNDP, and other departments, agencies and programmes of the UN System to plan projects and review project activities. • Ensures up-to-date information regarding substantive political matters and makes recommendations on actions to take. • Makes contact with other sectors of the UN, other international organizations and governments on coordination and policy matters; briefs representatives and provides, as appropriate suggestions and recommendations.
• Briefs donors and other interested parties on operations and assist in resource mobilization activities.
• Acts as focal point for collection and analysis of information on political, policy and crosscutting issues, as assigned. • Prepares briefing notes/talking points for the SG and other Senior UN officials as needed. • Performs other related duties as required. • Backstops for the Chief of Office and serves as OiC of the OUSG Front Office during the absence of the Chief of Office, as required.

Advanced university degree (Master’s degree or equivalent) in political science, international relations, social science, economics, law, public administration, or a related field.
A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
• A minimum of seven years of progressively responsible experience is required in political science, international relations, law, disarmament, security, development management, conflict resolution or related area.
• A minimum of two years of field experience in political affairs in a UN peace operation or a similar international organization is required, including some experience working in Africa.
• Experience working in a conflict or post-conflict setting is required. • A minimum of three years of experience in political outreach, facilitation, analysis, advice and reporting is required. • A minimum of two years of experience supporting good offices or mediation efforts as part of a political or peace process is required.
• Experience working on peace and security issues in the Horn of Africa is desirable.
English and French are the working languages of the United Nations Secretariat.
Fluency in English (both oral and written) is required; knowledge of Arabic is desirable. Knowledge of another official United Nations language is an advantage.
• This position is temporarily available until 31 December 2024.
